摘要
随着全球医疗器械市场的变化,T公司的采购体系受到全方位的考验。越来越多
的采购管理和供应商管理的问题在公司经营的过程中显现出来;现有的采购体系越来
越不适应当前的变化。采购计划参考性低,再加上公司所在医疗器械行业的采购具有
小批量多品种的特点,小批量的采购物料经常无法及时到货。由于医疗器械行业创新
的速度在不断加快,旧版本的呆滞物料等问题导致公司生产成本的增加。T公司的行
业地位和利润面临挑战。采购体系是现代企业供应链的重要组成部分;采购体系的优
化可以起到价值增长和价值创造的作用,是降低企业成本,满足市场需求的重要方法;
高效的采购体系己经成为企业的核心竞争力

本文首先介绍了 T公司采购管理和供应商管理的整体框架以及公司供应链相关的
组织架构。论文对T公司实际运营过程中遇到的采购.管理和供应商管理等方面问题进
行了描述,以采购管理和供应商管理为核心、以绩效评价为保证,通过对采购体系各
个维度的考察,具体分析和梳理了出现问题的采购体系模块。本文对供应商选择、供
应商考核、供应商配合度、部门间沟通以及T公司自身采购部人员的专业度等方面都
进行了详细阐述;通过精细化采购订单、库存管理、供应商评估评审和业绩考核等流
程,T公司采购体

系的效率得到有效提升。优化之后的采购体系充分体现了中小型医
械企业的供应链特点,对企业内部和外部的资源进行了充分的调配,保证了T公司生
产成本、采购成本和库存成本的最小化,提升了公司内部客户和供应商的满意度,达
成了及时到货率目标,改善了T公司整体运营效率

本论文对采购部工作目标和业绩评估使用主成分分析法进行了计算分析,针对采
购工作的准则层及其方案层得出具体权重和打分规则;新供应商评审阶段的评审则采
用了主成分分析法进行了梳理,对应不同分类不同核心程度的供应商,在评估阶段使
用的评估条件和权重都依照算法和专家意见做出调整。最后,本论文对于采购审批、
生产计划与库存水平优化以及绩效考核的实施保障做了详细规划,对于优化之后的采
购体系的成本和其他关键指标进行了量化评估,以验证T公司采购体系优化的效果

T公司采购体系的变革不但迎合了以客户为中心的理念,提速了产品从设计到成
品的周期。采购部通过与上游供应商的战略合作降低了采购成本,提升了整个供应链
的价值,对其他医疗器械同行或者中小型企业的采购和供应链管理也有很好的借鉴

Abstract
The changes in global medical device market leads Company T*s procurement system
is being test by the fiill range. More and more procurement management and supplier
management issues in the company’s business process emerged; the existing procurement
system is increasingly suited to the current changes. The low reference of procurement plan,
coupled with the company where the medical device industry procurement has a small batch
of multi-species characteristics, small quantities of procurement materials often cannot
arrive in time. As the pace of innovation in the medical device industry is accelerating,
problems such as sluggish materials in older versions lead to an increase in production costs.
T&39;s industry status and profit face challenges. The procurement system is an important part
of the modem enterprise supply chain. The optimization of the purchasing system can play
the role of value growth and value creation. It is an important way to reduce the enterprise
cost ^id meet the market demand. The efficient procurement system has become the core
competitiveness of the enterprise.
This paper first introduces the overall framework of Company Ts procurement
management and supplier management as well as the organizational structure of the
companys supply chain. This paper describes the problems of purchasing management and
supplier management encountered in the actual operation of Company T. Based on
purchasing management and supplier management as the core, the performance evaluation
is guaranteed, through the inspection of the various dimensions of the procurement system,
this essay analyzes and combines the problem of the procurement system module. In this
paper, the supplier selection, supplier assessment, supplier coordination, inter-departmental
communication and Company T*s own procurement department staff professional degree
and so on are described in detail; through the purchase orders* process reconstructing,
inventory management, supplier evaluation and performance assessment, the efficiency of
Company T!s procurement system has been effectively improved. After the optimization of
the procurement system which is fully embodies the characteristics of small and
medium-sized medical equipment supply chain, the internal and external resources for the
full allocation of Company T to ensure that the company&39;s production costs, procurement
costs and inventory costs to be minimized, the company&39;s Internal customers and suppliers
of satisfaction has been increased, goods* timely arrival rate target has been reached. Thus

Company T&39;s overall operational efficiency is increased.
In this paper,the principal component analysis method is used to analyze the working
objectives and performance evaluation of the purchasing department. The specific weight
and scoring rules are obtained according to the criterion layer and the scheme layer of the
procurement work. The evaluation of the new supplier review stage adopts the principal
component analysis methods, corresponding to different categories and of different core
degree of the supplier. In the assessment stage, the use of evaluation conditions and weights
are in accordance with the algorithm and expert’s advice to make adjustments. Finally,this
paper makes a detailed plan for the procurement approval, the optimization of the
manufacturing planning and the inventory level as well as the implementation of the
performance appraisal. The overall cost of the optimized procurement system and other key
indicators are quantified to verify the optimization of efficiency for Company T&39;s
procurement system. The overall cost down and good performance of the post-optimized
purchasing system has been affirmed by actual result.
The procurement and supplier management reform of Company T has catered to the
idea of customer-focus, speeded up the period of design and finished production. It
enhances the total value of supply chain by strategic cooperation with upstream suppliers.
Thus this essay offers example for reference to medical device industry and other middle
size companies.
