论文对高校单位社区管理相关理论和现代化的住房管理经验等进行了介绍,并分析了
LG 大学目前教职工住房管理中所存在的六个方面问题及原因,为此利用先进的高校住房
管理方式和管理思想对其进行改进,逐一解决学校教职工住房管理中所存在的问题。研究
表明,第一,单位住房管理权责不清,LG 大学负责住房管理的房管科职责重复、工作效
率低,学校需要重新规划房管科职能结构;第二,教职工住房分配制度不平衡,在住房分
配时会引致矛盾,学校需要重新设计住房分配积分;第三,住房管理信息化水平不高,学
校需要将管理信息系统应用到住房管理中,提升住房管理效率;第四,教职工住房供不应
求,房源呈现紧张化态势,学校需要进一步的扩展房源筹集渠道来缓解这一问题;第五,
教职工周转房效用难发挥,学校需要健全周转房管理制度,来实现周转房的真正效用;第
六,家属住宅外租现象普遍,为遏制这一现象,学校必须完善住房退出机制。在对 LG 大
学目前教职工住房管理中所存在的六个方面问题的分析和改进方案设计的基础上,提出了
LG 大学教职工住房管理体系改进方案实施的保障措施,主要包括以下几点:坚持住房分
配货币化的方向不动摇、深化以人为本的住房管理理念、深化高校家属区物业管理社会化
改革、高度信息化建设实施保障、改善引进人才和青年教师住房环境、加快教职工过渡周
转房流转、国家住房导向政策的合理利用、开通特殊群体用房需求的解决通道、完善校内
住宅流转办法等

Abstract
In recent years, LG university has accumulated a lot of problems in staff housing
management, such as housing resources has a big gap, teaching staff’s housing conditions need
to be improved, the phenomenon of housing resources’ external rent is widespread, etc. These
problems make the contradiction among all sides aggravating increasingly. At the same time, as
the gradual expansion of the scale of the University of LG and the extensive absorption of
scientific research personnel, the teaching staff has also been expanding. This presents more
challenges to the teaching staff housing resources that very nervous originally. Teaching staff’s
housing assurance is an important part of the stable development of LG university. How to
perfect the housing management system of teaching staff need to be considered as the important
direction of improvement of LG university.
In this paper, the related theory of unit community management in university and
experience of modern housing management are introduced, and six aspects of the existing
problems and causes in LG university faculty housing management are analyzed. Faced with
such difficult situation, managers can solve the corresponding problems one by one through the
advanced management approach and idea of the university’s unit community. The results of this
research show that (1) the responsibilities of unit housing management is unclear, FangGuanKe
that take charge of housing management in LG university face with the problem of duties
repetition and low working efficiency, so LG university needs to reorganize the housing
management’s functional structure ; (2) the teaching staff’s housing distribution system is
imbalance, which will lead to contradictions in housing distribution, so LG university need to
redesign housing distribution points; (3) the informationization level of housing management is
not high, LG university should apply the management information system to the housing
management to improve the efficiency of housing management; (4) the demand for these staff西安理工大学工商管理硕士学位论文housing exceeds the supply, and the teaching staff’s housing presents a tense situation, so LG
university needs to extend the housing source’s collecting channel to solve this problem; (5) the
utility of turnover housing is difficult to meet, LG university needs to perfect the relocation
housing’s management system to realize the real effect of turnover housing; (6) the
phenomenon that family residence rent out is widespread. In order to curb this phenomenon,
LG university must complement the housing exit mechanism.
Based on the analysis of six existing problems of teaching staff’s housing management in
LG university and the design of the corresponding improvements, this paper propose presents
the safeguards that improve the implement of the improvements of teaching staff’s housing
management system in LG university. The safeguards mainly including the following: adhere to
the direction of the monetarilized housing allocation, deepen the concept of people-oriented
management, deepen the social reform of property management in the family area of colleges
and Universities, the safeguard of high information construction, improve housing environment
of the introduced talent and young teachers, speed up the circulation of staff’s relocation
housing, the rational utilization of national housing policy, the opening of solution channel for
the special groups’housing needs, improve the method of housing transfer.
