摘要
煤矿生产事故制约着矿井的安全生产,长期的研究表明:人的不安全行为是造成煤
矿事故发生的主导因素。论文以张家峁煤矿综采区队的安全管理和危险源辨识为基础,
采用实验测量与量表测量相结合的方式对员工安全行为能力开展研究,主要得出以下主
要结论:
采用风险矩阵法,得出了张家峁煤矿综采区队6个主要岗位中存在的危险源共97个,
从人-机-环—管方面对风险进行分级分类,并确定了风险等级。统计得出人的方面的
危险源共72个,机器设备方面的危险源有11个,环境方面的危险源有7个,管理方面的
危险源有7个;存在重大风险的危险源9个,中等风险的危险源47个,一般风险的危险源
41个。同时发现在预防煤矿岗位危险源、事故以及保证煤矿安全生产的长效机制上,人
的行为能力起主导作用

通过分析影响煤矿员工行为安全能力的影响因素,构建了综采区队员工行为安全行
为能力测量指标体系,采用实验仪器测量了员工的注意品质、反应特性、动作机能;采
用量表测量了员工的心理机能、业务素质,得出了员工安全行为能力、存在的问题及问
题源。同时,提出了张家峁煤矿综采区队员工行为安全管理坚持的两个基本思想,即风
险预控思想和系统管控思想,并建立了张家峁煤矿综采区队员工行为安全管控模型

基于员工行为安全管控模式,从知识、意识和行为三个方面对员工行为进行管控,
提出了适用于张家峁煤矿综采区队的“三簿”、“两卡”、“一牌板”的岗位危险源闭环管理,
建立了员工岗位安全知识的学习与达标管理流程等安全知识管控对策;确立了“手指口
述”安全确认法、工作任务的自选自查、岗位描述等安全意识管控对策;提出了安全走
动式管理、安全互保联保等员工工作行为管控对策

ABSTRACT
Coal mining production accident restricts the safe production of the mine, long-term
research shows that: people&39;s unsafe behavior is the main cause of coal mine accidents. Based
on the safety management and hazard identification of the comprehensive mining area in
Zhangjiamao coal mine, the paper uses the combination of experimental measurement and
scale measurement to carry out research on the safety behavior of employees. The main
conclusions are as follows:
Based on the risk matrix method, a total of 97 hazard sources exist in the six main
positions of Zhangjiamao coal mine fully mechanized mining area, and the risk classification
is classified according to the man - machine - ring - tube and the risk level is determined.
Statistics of the human side of the hazard source of 72, there are 11 dangerous sources of
machinery and equipment, environmental hazards have seven, the management of the risk of
seven sources; there are nine major risk sources of risk, Medium risk of dangerous sources 47,
the general risk of dangerous sources 41. It is found that human behavior plays a leading role
in the prevention of coal mine job hazards, accidents and long-term mechanism to ensure the
safe production of coal mines.
By analyzing the factors influencing the behavior ability of the coal mine personnel, the
index system of the safety performance of the employees in the fully mechanized mining area
was constructed, and the attention quality, response characteristics and action function of the
employees were measured by the experimental instrument. The mental performance of the
employees was measured by the scale , The quality of business, the staff of the safety
behavior, the problems and problems. At the same time, the author puts forward two basic
ideas, namely, the risk control theory and the system control thought, which are insisted onthe safety management of the employees in the mining area of Zhangjiamao coal mine, and
established the safety and control model of employee behavior in Zhangjiamao coal mine.
Based on the employee behavior security management mode, the employees&39; behavior
safety management countermeasures put forward the closed-loop management of the
post-hazard source of three books, two cards and one card board from the three aspects
of knowledge, consciousness and behavior The safety awareness management method of the
finger dictation security confirmation method, the self-examination of the task assignment,
the job description and other safety awareness management measures; the establishment of a
safe walking management, the safety of each other Security and other staff work behavior
control measures.
