本文首先概述了住宅小区电力配套的内涵及其特征,对相关理论综述进行了总结,
指出了本文需要研究的问题;接着闸述了当前国内外住宅小区电力配套建设管理的历程
及其特点,准确分析了绍兴住宅小区电力配套建设管理的现状与不足,全面收集了低端、
中端、高端三类住宅项目对电力配套需求的差异性。从低端、中端、高端三类住宅项目
的用电需求差异性入手,对影响当前绍兴住宅小区电力配套需求的 20 个影响因素进行
深入调研分析。在采用层级分析法确立各影响因素权重的基础上,应用模糊数学法构建
起层次鲜明、系统实用的住宅小区电力配套建设管理指标评价体系,并得出了当前绍兴
住宅小区电力配套建设管理的主、次要影响因素
最后,本文基于应用评价分析结果,结合电改新形势、电力新技术、用电新趋势以
及绍兴地区的实际,就绍兴住宅小区电力配套建设管理中涉及的投资建设模式、设计技
术优化、智能用电建设等方面提出了对策建议,对各地优化电力配套建设管理机制来调
动各利益主体积极性方面具体指导、参考意义

Abstract
The power supporting facilities play a very critical role as a basic supporting of the
residential district, Consuming electricity safely, reliably, intelligently has gradually become
an important factor affecting the quality of residential residents. At present, the domestic
residential district power supply construction management mainly adopt the mode of
development company investing and constructing then transferring to power supply company
to manage, because the mode is often influenced by the inconsistent factors among the main
body of investment; the main consumers; the main body of operation and maintenance; the
main entrusted body; the main body of the supervision or other factors, as the main
investment, real estate development companies tend to pursue the maximum of profit and
save the construction investment of residential district power supporting, resulting in more
problems such as residential district power facilities belonging to different property rights,
low construction quality, difficulties in maintenance, big risks.
This paper first summarizes the connotation and characteristics of power supporting in
residential quarters, summarizes the relevant theories and points out the problems that need to
be studied in this paper. Then, it expounds the current process and characteristics of electric
power supporting construction management at home and abroad, analyzes the current
situation and shortcomings of Shaoxing residential district electric power supporting
construction management, collects the data of the low-end, middle and high-end residential
projects then compare the differences of needs in power supporting construction management.
The author studies considers from different demands for electricity of the low-end, mid-end,
high-end residential projects, analyzes 20 influencing factors which impact the current
Shaoxing residential district power supporting construction management. On the basis of
using the hierarchical analysis and fuzzy mathematics method to establish the weight of each
influencing factor, this paper constructs the clear and systematic evaluation system and
obtains the main influencing factors of current power supply construction management of
Shaoxing residential areas.
Finally, suggestions referring to the investment and construction mode, design
technology optimization and intelligent power consumption in Shaoxing residential district
construction and other aspects are given on the basis of the application evaluation and
analysis results, combination with the situation of electricity reform, new technology of
electric power, new trend of electricity consumption and the actual situation of Shaoxing area.
It’s believed that it can be of great significance in optimizing the management mechanism of
electric power for different regions to arouse the active aspect of the interest subjects.
