摘要
企业人力资源战略作为人力资源规划管理的重中之重,它要求一个企业的人力资源
决策管理者从企业战略的角度考虑,分析并诊断企业的人力资源管理存在的问题及原
因,协助企业的高层决策者选择合适的人力资源战略,制定具体的人力资源管理制度,
从而支持企业总体战略目标的执行和实现。中医药制药产业作为国家重点发展的产业,
是制药领域最有发展前景的产业,也是一个依靠多学科交叉融合的产业以及需要高质量
中医药人才的技术密集型产业,人力资源已经从中医药企业的成本中心变成了利润和产
出中心。DKLM 制药公司作为私营中药生产企业,随着市场竞争的加剧,开始注重人力
资源管理

本研究首先从企业战略的相关理论研究入手,分析了人力资源管理的战略作用,并
阐述了人力资源战略与企业战略的关系。其次,从外部环境和内部环境两个方面对
DKLM 制药公司的人力资源战略进行了分析并构建了 SWOT 矩阵,其中,主要从宏观
环境分析和行业环境分析的角度研究了 DKLM 制药公司的外部环境并构建了 EFE 矩阵;
从DKLM制药公司简介、公司人力资源概况、公司核心竞争力分析的角度,研究了DKLM
制药公司的内部环境并构建了 IFE 矩阵。然后,确定了 DKLM 制药公司的发展战略,
根据 DKLM 制药公司战略和内外环境变化对人力资源战略的要求,选择了“以自主培
养人才战略为主,以引进人才战略为辅”的 DKLM 制药公司人力资源战略,从组织机
构、专业技术人才职位体系、绩效考核、薪酬激励四大方面制定和实施 DKLM 制药公
司的人力资源战略。最后,根据人力资源战略实施中可能出现的问题或障碍,给出相应
的解决措施,从而为 DKLM 制药公司人力资源战略的实施进行保障

DKLM 制药公司将其人力资源战略与企业的总体发展战略相匹配,不仅可以让
DKLM 制药公司通过有效的人力资源管理,实施战略性绩效考核和薪酬激励,自主培养
中医药人才,规划建设 DKLM 制药公司的高质量医药人才库,使 DKLM 制药公司的人
才效益达到最优;还可以帮助 DKLM 制药公司抓住中医药行业的政策优势,抓住中医
药市场的机会,提升DKLM制药公司的总体实力,获得中医药市场上的持续竞争优势,进
而实现 DKLM 制药公司的战略目标

ABSTRACT
Enterprise human resources strategy as the pinnacle of human resources planning
management, which requires the human resource of an enterprise decision management
from the view point of enterprise strategy, analysis and diagnosis of enterprise human
resources management problems and reasons, help enterprise high-level decision makers
choose the appropriate human resources strategy, formulate specific human resource
management system, enabling execution and implementation of the enterprise overall
strategic target. Industry as a national focus on the development of industry of Chinese
medicine, is the most promising in pharmaceutical industry, is also a rely on
multidisciplinary cross amalgamation of industry and need high quality talents of Chinese
medicine technology intensive industries, human resources have to pharmaceutical
enterprise cost center into profit and output. DKLM company as a private Chinese
medicine production enterprises, along with market competition intensifying, began to pay
attention to human resource management.
Firstly, this study from the relevant theoretical research of enterprise strategy,
analyzes the strategic role of human resource management, and expounds the relation
between the human resources strategy and corporate strategy. Secondly, from the two
aspects of external environment and internal environment DKLM company&39;s human
resources strategy is analyzed and constructed the SWOT matrix, which mainly from the
Angle of macro environment and industry environment analysis, studies the DKLM
company&39;s external environment and build the EFE matrix; From DKLM company profile,
corporate human resources situation, the analysis of the company&39;s core competitiveness
perspective, studies the DKLM company&39;s internal environment and the IFE matrix is
constructed. Then, determine the DKLM company&39;s development strategy, according to the
DKLM company strategy and internal and external environment change on the
requirement of the human resources strategy, choose the give priority to in order to
independently develop talent strategy, in order to introduce talents strategy is
