PPP 是 Public-Private Partnership 的简称，中文译作“公私合作模式”，本质上是公共
部门和私营部门为基础设施和公用事业而达成的长期合同关系，成为实现经济效益和提
升公共产品和服务的核心理念和措施
如何协调各利益相关者之间的关系和利益分配，对公私合作项目的成功与否影响重
大。而做好协调各利益相关者之间的关系和利益分配的前提条件应该是搭建好一个适合
项目的利益相关者的交易结构，从而使参与的各利益相关方都能够发挥所长，尽可能的
减轻或消除项目的风险，真正使公私合作项目“物有所值”
本文首先对国内外有关公私合作项目的相关研究的现状和最新成果进行了综述。然
后重点阐述了公私合作项目利益相关者交易结构的理论基础。这其中主要是公私合作项
目的基础理论、公私合作项目的典型结构、运作思路和优势、利益相关者理论以及利益
相关者交易结构的定义和内涵。其次，基于公私合作项目利益相关者交易结构的理论基
础、现状情况和存在问题，研究相应的完善对策。最后，通过以柬埔寨暹粒国际机场项
目为实例，进行公私合作项目利益相关者交易结构的应用研究，对提出的完善对策进行
实际运用。最终对公私合作项目利益相关者交易结构的设计有一定的借鉴意义

Abstract
Based on <The Plan of National New Urbanization (2014~2020) (hereinafter called <The
Plan), the aim of the national urbanization are that the urbanization rate of the permanent
residents should be around 60%、the urbanization rate of the household residents will be more
or less 45%、the gap of the above mentioned rates should be reduced probably by 2% and the
100 million rural residents and other residents settle in the urban. Currently, the permanent
residents’ urbanization rate is 53.7%, and the household residents’ urbanization rate is about
36%. As the level of our national urbanization rate has been continuously improved, the demand
of the infrastructure is increased more and more. Meanwhile, the debts of our national
government is growing rapidly and the relevant risk is continuously raised, especially the local
governments. The traditional model, which the government undertakes the construction and
operation of the infrastructure, is unsustainable. The innovation of the way for the construction
and operation of the infrastructure is inevitable choice, particularly for the finance.
PPP is the abbreviation of Public-Private Partnership and called “公私合作模式” in
Chinese. Essentially PPP is a long-term contractual relationship between public and private
sectors for the infrastructure and public services. PPP is the core idea and measure for achieving
economic benefits and upgrading the public facilities and services.
The critical affecting factor for the success of PPP project is that how to coordinate the
relationship and distribute the interest between the stakeholders. The premise of these is setting
up a suitable trade structure of the stakeholders. The suitable trade structure that each
stakeholder involved in the project can exert his talents. The suitable trade structure that
mitigate or eliminate the risks of the project as much as possible. The most important is that the
true suitable trade structure can make the project “Value for Money”.
Firstly this article summarizes the latest research status and achievements regarding the
PPP project. Then focusing on the theoretical basis for the trade structure of stakeholders in
PPP project. The theoretical basis includes the fundamental theories for PPP project, the typical
structure、the operation and the advantage of PPP project, the stakeholder theory and the
definition and connotation for the trade structure of stakeholders. Secondly studying the perfect
countermeasures for the trade structure of stakeholders based on its theoretical basis、status
and issues. At last taking Cambodia Siem Reap International Airport project as an example,
conducting the applied research on the trade structure of stakeholders and applying the
countermeasures raised before. Finally it is hope that the article can provide the reference for
PPP project on the trade structure of stakeholders.Abstract
