摘要
随着资源环境问题的突出,节能减排成为各国迫切要解决的问题。碳汇作为国际
社会承认的有效减排方式受到各界关注。而在中国,从哥本哈根气候变化大会召开前
期,到五年之后,单位 GDP 的碳排放目标会降低接近一半,因此,在这样的情况下,
国家应该对该方面的发展有着非常重要的推动作用。碳排放交易制度的建立在“十二
五”计划中被提到,而详细的明细也已经开始制定和研究。因此,未来我国将有很大可
能改变目前自愿碳交易的现状,实现碳交易市场化。公共碳源分配问题将会随之而产
生。基尼系数是衡量收入公平性的重要指标,目前已有不少专家学者将基尼系数进行
了扩展延伸,经济环境基尼系数、资源环境基尼系数等被用于经济、环境领域的研究

将基尼系数引入碳汇分配中,将提高碳汇分配的公平性,对于碳汇均衡分配有重要意

本论文主要在以下几个方面的介绍:第一章主要介绍研究背景,国内,国外的研
究现状;第二章主要介绍有关基尼系数和碳汇的相关理论理论,并进行碳汇基尼系数
模型的构建;第三章主要介绍江苏省的碳概况,以及碳汇分配的影响因素;第四章主
要对 2005-2014 年江苏省规模以上工业企业的碳排放、园林绿地碳汇以及园林绿地碳
汇的基尼系数进行计算;第五章给出了结果分析和政策建议;第六章综述了文章得出
的结论,以及文章写作时的不足与未来展望

对我国碳排放的情况进行统计分析,然后结合当下对于减少碳排放的政策利用基
尼系数的思想来分析。碳汇研究源于国外,因此国外碳汇研究较为完善。国外碳汇交
易市场和碳汇交易体系相对完善,碳汇研究方法较我国更为丰富,并且碳汇估算更为
准确、碳汇定价有准则。随着碳汇市场的完善,碳汇分配研究也将成为未来研究的趋
势。国外基尼系数的研究领域更为广泛,人文领域、经济领域、社会领域都有相关基
尼系数的研究。基尼系数的内涵拓展研究也将成为未来的发展趋势

Abstract
With the resources and environment problem prominently, energy conservation and
emissions reduction becomes a problem to solve urgently. Carbon sequestration as an
effective way to reduce emissions internationally recognised by the attention from all walks
of life. At the early stage of the Copenhagen climate change conference convened, the
Chinese government promised per unit of GDP by 2020 carbon emissions will be reduced
by 40% to 45% over 2005, this promise will provide a new opportunity for China&39;s carbon
trading market. The 12th five-year plan, build system of emissions trading, create conditions
for the establishment of the carbon market has been on the agenda. Therefore, the future
China will have a lot could change the current situation of voluntary carbon trading, realize
carbon trading market. Public will subsequently and produce carbon source distribution
problem. Gini coefficient is one of the important indicators to measure income fairness,
there are a lot of experts and scholars to extend gini coefficient for the extension, the
economic environment such as the gini coefficient, the resources environment gini
coefficient is used to study in the field of economy and environment.
This paper mainly introduced in the following aspects: In the first chapter,primarily
introduces the research background, domestic and foreign research present situation; The second
chapter mainly introduces the relevant theories about the gini coefficient and carbon sink
theory, and construction of carbon sink gini coefficient model; The third chapter Mainly
introduces the general situation of the carbon in jiangsu province, as well as the influence
factors of distribution of carbon sink; The fourth chapter Major industrial enterprises above
designated size in jiangsu province in 2005-2014 carbon emissions, garden green land
carbon sink and garden green land carbon sink of the gini coefficient to calculate; The fifth
chapter Shows the result analysis and policy recommendations ; The sixth chapter
summarizes the article concluded, and the shortage of the writing and the future prospects..
This paper first on China&39;s carbon emissions of statistical analysis, and combining with
the policy of the moment to reduce carbon emissions using the ideas of the gini coefficient
to analyze.,With the improvement of the carbon market, distribution of carbon sequestration
study also will become the trend of future research. The research field of gini coefficient
more widely abroad, cultural areas, areas of the economy and society have related research
of the gini coefficient. The connotation of gini coefficient to expand research will also be
the future trend of development.
