摘要
从烟草行业面临的压力来看,控烟浪潮席卷全球,公共场所禁止吸烟世人皆知,烟草行业是“夕
阳产业”已成共识。政府、公众对烟草等国家垄断行业高度关注,公众要求打破垄断的呼声日渐高
涨,政府对推进垄断改革也有所谋划,烟草行业在不久的将来将面临着体制的挑战。此外,随着市
场经济体制的逐渐完善,工业企业、烟农、客户、不法烟贩、替代品、消费者等各利益相关者也对
烟草商业企业构成了一定的威胁

从内部存在的问题看,河北工业烟草有限责任公司当前面临着一些深层次的矛盾。如:如何解
决专卖体制下的市场化程度不足、效率不高、活力不够的问题;如何处理好市公司与各县区营销部
的关系、平衡好相互之间的利益问题;如何界定上下级之间、部门之间的职能职责、审批权限问题;
如何调动各基层单位、广大干部职工积极性问题;如何解决全河北烟草成本费用居高不下、效益潜
力挖掘不够等问题;如何打造独具特色的企业文化,用文化促进企业持续健康快速发展问题等。只
有通过发展战略的研究,才能解决这些深层次问题

因此本研究以河北中烟工业有限责任公司为研究对象,通过运用文献分析法、访谈法、系统分
析法,同时采用SWOT分析、PEST分析工具对该企业目前所面临的市场环境进行分析和梳理,旨在找
出提升企业竞争力的突破口。本研究共分为五部分,第一部分阐述河北中烟有限责任公司发展战略
研究的宏观背景以及研究的理论意义和实践意义。并提出本研究的研究思路和技术路线;第二部分
通过对国内外烟草行业的文献综述,分析得出目前国内外烟草公司在发展战略规划上的现状,并且
运用相关理论以及PEST、SWOT分析工具对河北中烟工业有限公司的发展战略进行分析,然后将该公
司的发展战略与国外烟草公司进行对比分析;第三部分通过对河北中烟有限责任公司的内部优势与
劣势以及面临外部环境的机会与威胁进行分析,找出该公司发展战略规划的着力点与突破点;第四
部分确立出新的战略指导思想,制定出未来该公司的发展目标与规划,确立出该公司未来的战略重
心;第五部分主要针对河北中烟有限公司目前的实际管理现状,为保障前文提出的企业发展战略得
到顺利有效的实施,从战略指导思想、党组建设、管理信息化建设、人力资源保障、业绩考核制度
以及企业文化的建设上入手采取有效的保障措施。最终,本研究得出相应结论

Abstract
From the tobacco industry facing pressure, smoking is sweeping the world, the world knows smoking
is forbidden in public places, the tobacco industry is a sunset industry has become a consensus. Attention
of the government, the public and other countries on the tobacco monopoly industry, breaking the
monopoly public demands are growing, the government also has plan to promote the reform of monopoly,
the tobacco industry in the near future will face the challenge of system. In addition, with the gradual
perfection of market economy system, industrial enterprises, farmers, customers, unscrupulous
tobacconists alternatives, consumers and other stakeholders also constitutes a threat to the tobacco business
enterprises. Therefore, it is urgent to take the development strategy as a breakthrough to seek the way to
deal with the pressure.
From the internal problems, Hebei industrial Tobacco Co., Ltd. is currently facing some deep-seated
contradictions. Such as: how to solve the problem, the degree of market monopoly system efficiency is not
high, the lack of vitality; how to deal with the city and County District Sales Department of the company, a
good balance between the interests of the problem; how to define the division between the upper and lower
levels, between the responsibilities and approval authority; how to mobilize the cadres and workers
enthusiasm of the grass-roots units, how to solve the problem of insufficient; Hebei tobacco cost, high
benefit potential mining; how to build a unique corporate culture, culture and promote sustained, healthy
and rapid development of problems. Only through the research of development strategy can we solve these
deep-seated problems.
Therefore, the research on Hebei tobacco industry limited company as the research object, through the
use of literature analysis method, interview method, system, and using SWOT analysis and PEST analysis
tools to analyze and sort out the enterprise facing the market environment, in order to find a breakthrough
to enhance the competitiveness of enterprises. This study is divided into five parts, the first part describes
the Hebei Tobacco Co., Ltd. development strategy of the macro background and theoretical significance
and practical significance of the study. And put forward the research ideas and technical route; the second
part of the literature review of the tobacco industry at home and abroad, analyzes the current situation in
the development of strategic planning on the tobacco companies at home and abroad, and the use of
relevant theoretical analysis, SWOT analysis and PEST tools for the development strategy of Hebei
tobacco industry limited company, then the company will the development strategy and foreign tobacco
companies were analyzed; the third part of the Hebei tobacco company&39;s internal strengths and weaknesses
and theIV
external environment facing the opportunities and threats analysis, find out the focal point of the
strategic development plan of the company and the breakthrough point; the fourth part of the establishment
of a new strategic guiding ideology, develop the future development goals the company and planning,
establish the strategic focus of the company&39;s future; the fifth part mainly for Hebei Tobacco Limited Our
present management of the enterprise development strategy put forward to ensure the implementation of
the above smoothly and effectively, from the strategic guiding ideology, Party construction, management
informationization construction, human resources, performance appraisal system and construction of
corporate culture of take effective safeguard measures. Finally, this study draws the corresponding
conclusions.
