摘要
伴随着我国国有企业制度改革的逐步深化和现代企业制度的建立,劳务派遣从作为
由政府主导的对驻华外企的用工方式以及对外输出劳动力的方式转化为打破僵化人事
制度、促进就业的手段,进入到市场化运作阶段。中国劳务派遣已走过了萌芽过程,正
在发展壮大,并日趋成熟。《劳动合同法》于 2007 年 6 月通过,并于 2008 年 1 月 1 日
起施行,这一法律的颁布实施推动了我国劳务派遣行业的发展,2013 年《劳动合同法》
修正案的实施,也对劳务派遣企业以及企业劳务派遣用工提出更高的要求

本文首先深入分析了河北隆鑫劳务派遣公司所处劳务派遣行业的外部环境,运用
PEST 模型及波特五力模型对公司所处的宏观环境进行分析,总结得出公司所面临的机
遇(包括国家政治稳定、行业受到重视、法律日趋完备、市场潜力巨大和民众观念改变
等)以及威胁(包括专业人才匮乏、竞争环境不良、外国企业进入、行业内部竞争、用
人企业问题和金融危机影响等),并利用外部因素评价矩阵对这些机遇与威胁等外部因
素进行分析,得出河北隆鑫劳务派遣公司应利用外部环境中的机遇有效回避威胁的结
论。其次,文章通过了解隆鑫公司的基本情况和发展当中暴露出来的问题,分析其业务
流程特点,得到其内部基本价值链的构成;并通过对公司的内部优势(包括财务状况良
好、招聘网络面广、服务质量较高、服务价格较低、本地市场占有率高、客户信誉度好、
及管理服务较强)和内部劣势(包括组织机构不合理、缺乏系统培训、缺乏规范化工作
流程、公司成本上升、专业人才缺乏、业务种类单一及营销不力)的总结与归纳,利用
内部因素评价矩阵对这些优势与劣势等内部因素进行分析,得出河北隆鑫劳务派遣公司
的内部条件仍需提高的结论。然后,文章利用以上分析所得结论与数据,通过 SWOT
矩阵对企业的内部优势和劣势以及外部机会和威胁进行更加系统的分析,找到公司的可
选择战略:后向一体化战略、横向一体化战略、相关多元化战略和聚焦战略;再通过
QSPM 矩阵对备选战略逐一评分,得出后向一体化战略为最优战略的结论。最后,在公
司战略实施过程中,文章提出优化组织结构、改进业务流程、完善与客户合作方式、加
强企业文化建设、加强人力资源管理、重视创新服务、发展相关服务内容等具体的战略
实施措施

本文希望通过对河北隆鑫劳务派遣公司分析研究,选择适合公司自身发展的战略,II
推动河北隆鑫劳务派遣公司形成自身的战略思想,并为河北隆鑫劳务派遣公司将来企业
战略的拟定提供思路,促进公司的长久发展

Abstract
With the gradual deepening in the system reform of Chinese state-owned enterprises and
the establishment of modern enterprise system, labor dispatch , once a way of employment of
the government-led foreign enterprises and output of labor, is now a way used to break the
rigid personnel system, promote employment and has entered the market operation. Chinese
labor dispatch has gone through the budding process, and it is growing and maturing. The
Labor Contract Law was passed in June 2007 and came into effect on January 1, 2008. The
promulgation and implementation of this law have promoted the development of Chinese
labor dispatch industry. The implementation of the amendment to The Labor Contract of 2013
also has higher demands for labor dispatch enterprises and the labors themselves.
Firstly, this article, applying the PEST model and Michael Porter&39;s five-forces Model,
analyzes in depth the external environment of Hebei Longxin Labor Dispatching Company as
well as the macro environment of the company, then summarizes the opportunities that the
company faces--- the stability of the nation, more attention of the industry, increasingly
perfect law, huge market potential, the changes in people&39;s minds and the threats --- lack of
professional talents, poor competitive environment, foreign business competition, internal
competition, employment business issues, influence of financial crises. With the analysis of
the external factors such as these opportunities and threats using the external factor evaluation
matrix, this article points out that Hebei Longxin Labor Dispatching Company should take
advantages of the opportunities in the external environment to avoid the threats effectively.
Secondly, with the knowledge of the basic situation and problems exposed in the development
of Hebei Longxin Labor Dispatching Company, this article analyzes the characteristics of its
business process and gets the basic composition of its internal value chain. Meanwhile, this
article summarizes the internal advantages of the company --- good financial situation, large
recruitment netwok, high-quality service, low service price, high local market share, good
customer reputation, and strong management service and its internal
weaknesses---unreasonable organization, lack of system training, lack of standardized workAbstract

processes, rising costs, lack of professional talents, mono business mode and poor marketing.
Using internal factors evaluation matrix, this article studies these advantages and
disadvantages of those internal factors and indicates that there is still some room for
improvement of the internal conditions of Hebei Longxin Labor Dispatching Company. Then,
with the conclusions and the data above as well as the SWOT matrix, this article analyzes the
internal advantages and disadvantages together with the external opportunities and threats in a
more systematical way to find out the company&39;s optional strategies: backward integration
strategies, horizontal integration strategies, related diversification strategies and focus
strategies. Furthermore, this article scores the strategies one by one with the use of the QSPM
matrix and concludes that the backward integration strategies are the best ones for the
company. Finally, in the course of the implementation of the enterprise strategies, this article
suggests some specific strategies such as optimizing the organizational structure, improving
the business process, perfecting the way of cooperation with customers, strengthening the
construction of enterprise culture, strengthening human resources management, paying
attention to innovation service and developing relevant service.
Based on the analysis and research of Hebei Longxin Labor Dispatching Company, this
article chooses some suitable strategies for the development of the company and promotes it
to develop its own strategic thinking. This article also provides thoughts of its future
enterprise strategies for the sake of the company&39;s long-term development.
