本文从棚户区改造的基本理论出发,借鉴国内外已有的研究成果,以昆明市
保障房公司棚户区改造项目为例,分析了棚户区改造项目资金管理现状及存在的
问题,探究了资金管理困境形成的原因,提出了完善棚户区改造项目资金管理的
具体建议,有利于提高棚户区改造项目资金使用效率及保障项目资金的回笼

Abstract
Since 2008, from the Party Central Committee to all levels of government have
attached great importance to housing security work, has introduced a variety of
security policies, increased control of the property market, strengthening housing
security efforts. Throughout the country, the relevant departments to implement the
CPC Central Committee and State Council decision-making, shantytowns will be
included in urban affordable housing projects, large-scale implementation. Since
2013, Yunnan Province, the state-owned enterprises in shantytowns, sources of
funds for the majority of CDB project loans and state budgetary subsidies, while the
central and provincial subsidies are 10 thousand yuan subsidies only by teaching.
Because CDB loans for a period of 25 years, can greatly reduce the debt repayment
pressure, so the work shantytowns project is one of the key is to fight for the CDB
loan loan amount, but there are still many project funding gap, because the project
schedule and payment plans are matched closely, inefficient use of funds, the
completion of the project after the source of repayment can not be implemented and
so on, these are the urgent need to study and solve the problem.
This paper from the basic theory of the shantytowns of collecting and collating
literatures at home and abroad, the existing theoretical research results to further
clarify the research objectives; then, in Kunming City, low-income housing
company as an example, through the analysis of Kunming City, low-income
housing shanty district renovation project funds management status, and then come
in the funds management of shantytowns problem, and further discuss the dilemma
of capital management reasons, finally put forward reasonable suggestions, so that
Kunming City shantytowns funds use efficiency, project payment guarantee funds.
