本文在对物流与供应链相关理论及精益化管理相关理论进行系统研究的基础
上,确定了县级供电企业物资精益化管理项目的实施。随后,通过查阅资料、实地
调研等方式对供电系统特别是县级供电企业的物资管理现状进行了详细总结和概
括,并着重分析了县级供电企业物资管理中的重点管理环节包括物资需求计划管
理、物资合同履约管理和物资仓储管理三个方面存在的主要共性问题,以及形成这
些问题的深层次原因。在此基础上,对县级供电企业物资精益化管理开展进一步研
究,制定了精益化项目实施目标、总体思路,并据此设计了总体方案,针对物资需
求计划、合同履约、仓储管理三个重点环节存在的问题实施针对性精益化措施。在
理论研究学习的基础上,选取 S 县供电公司为例,在分析了该公司实施物资精益化
管理项目的必要性和可行性后,对以上物资精益化管理总体方案进行进一步细化,
详细阐述了具体措施实施和流程设置。最后,构建适当的指标评价体系和模型,选
用层次分析法理论确定各级指标的权重,并运用模糊综合评价法对 S 县供电公司物
资精益化管理项目实施效果进行评价。评价结果表明县级供电企业物资精益化管
理项目实施结果为“较好”,说明该精益化管理方案可以帮助 S县供电公司在物资
需求计划管理、合同履约管理及仓储管理等关键环节上获得提升。同时,县级供
电企业物资精益化管理项目在 S县供电公司的成功实施也说明了该项目对类似县级
供电企业的物资管理具有重要的参考价值
本文的创新点是运用精益化管理理论和方法,以提升精确度、降本增效为目标,
提出全新的管理思路和方案,从而优化了县级供电企业物资管理机制;主要难点在
于去除了物资管理中最为关键的采购环节的前提下寻求物资管理精益化最优目标

Abstract
Electric power has undoubtedly become one of the key factors influencing the
national economic development in today&39;s society, and the power material management is
a great influence on the production management and infrastructure construction of power
supply enterprises, which is related to the abilityof power to service society, people and
the development of national economy. In recent years, all levels ofthe State Grid
Corporationsystem have been covered with material intensive management and
standardized management, which solved the regulation in all aspects ofmaterial
management.However, the material management, which related to each department and
professional,is a systematic work.The contradiction between high standard management
requirements of higher authorities and high-level service needs of subordinate is formed,
which led to many management problems needresolving urgently.And the county-level
power supply enterprises, as the ends of the power system, are not only facing the user
and community directly,but also a relatively concentrated contradiction level. Based on
this, this paper systematically researched the material lean management of county-level
power supply enterprises.
Based on the systematic research on the theory of logistics and supply chain and the
theory of lean management, this paper determines the implementation of material lean
management project of county power supply enterprises. Then, through
dataconsulting,spot investigation and so on, this paper summarizesthe material
management status of power supply system, especially county-level power supply
enterprises, and focuses on three aspects of the problemin the county-level power supply
enterprise material management, including demand planning management, contract
compliance management and material storage management, and the deep causes of these
problems.On the basis of this, this paper further studies the lean management of the
county-level power supply enterprises, puts forward the goal of the lean project
implementation, designs the overall plan accordingly, and implements lean measure with
pertinence aiming at the three key points, which are material demand planning, contract
fulfillment and warehousing management. On the basis of theoretical research and
learning, this paper chooses S county power supply company as an example. After
analyzing the necessity and feasibility of implementing the material lean management
project, this paper further elaborates the overall scheme of lean management,
summarizesthe implementation of specific measures and process settings. Finally, the
appropriate system and model of the index evaluation are constructed. The weights of the
indexes are determined by using the analytic hierarchy process (AHP) theory, and the

supply company is evaluated by using fuzzy comprehensive evaluation method. The
result shows that the results of the implementation of the lean management project of the
county-level power supply enterprises are good, indicating that the lean management
plan can help the S-county power supply enterprises to improve the efficiency of key
links, i.e. material demand planning management, contract compliance management,
warehousing management and so on.Meanwhile, the successful implementation of the
material supply management project of county-level power supply enterprises in S
county power supply company also shows that the project has important reference value
for material management of similar county power supply enterprises.
The main difficulty and innovation of this paper is optimizing the other links, which
is in the environment of highly intensive management of power system and under the
premise ofthe removal of material management, which is the most critical procurement
linkin the county-level power supply enterprises,to achieve the ultimate goal oflean
project.
