SF 公司的发展和经营状况是本文研究的主要内容,文章首先阐述了光伏行业的
发展背景,总结了国内外学术界对于采购管理的研究成果并阐述了供应链管理和采购
管理的相关理论。其次,对 SF 公司的发展历程和现状进行叙述,并对 SF 公司进行专
业系统的分析。然后重点对 SF 公司采购管理过程中存在的一些问题进行了针对性的
论述和分析。接着,本文结合供应链管理思想以及总拥有成本理论对 SF 公司采购组
织架构进行改进,对冗长的采购流程进行优化,促使 SF 公司采购效率得以提高。在
供应商的选择和管理上,结合供应商选择评分法和后评估法,确立指标体系和评分标
准,使其更加科学严谨。通过建立信息共享平台为企业信息的快速、有效传递奠定了
基础。通过成本核算法和付款的有效控制为企业有效的降低了采购成本和采购风险,
增加了企业整体的竞争力。最后,对于全文进行了总结,对于采购管理改进方案实施
后的效果进行了合理的展望

Research on Purchasing Management of SF Company
Abstract
With continuous development and improvement of global economy, people’s demand
for energy including electric power is increasing. However the shortage of the fossil energy
in China and even all over the world is increasingly severe, therefore human’s living and
development face big challenges.In the special historical period, the low-carbon and
pollution-free photovoltaic power generation industry has been developed
unprecedentedly.This article specifically discusses the development status of the
photovoltaic industry, makes an analysis on the dilemmas SF Company faces during its
struggles in photovoltaic industry and the problems exsited therein and proposes relevant
improvement scheme, which will be a reference for SF Company’s development and
industry progress.
By taking the actual operating conditions of SF Company, firstly, this article states the
development background of the photovoltaic industry, summarizes the research results of
purchasing management in acadmic circle at home and abroad and sets forth relevant
theory; secondly, it narrates the development history and current situation of SF Company
and makes a professional and systematic analysis on SF Company. Thirdly, it focuses on
discussing and analyzing the problems existed in SF Company’s purchasing management.
The article improves SF Company’s organizational structure depending on the idea of
supply chain management and the theory of total cost ownership and optimizes lengthy
purchasing process to promote SF Company’s purchasing efficiency is improved. With
respect to supplier selection and management, the article establishes the index system and
scoring standard based on supplier selection scoring method and post-assessment method
to make it more scientific and rigorous. Firm foundation is laid for smooth transmission of
the enterprise related information by establishing information sharing platform. Cost
accounting and effective payment control reduce purchasing cost and risk effectively and
also enhances the enterprise’s overall competitive power. Finally, the article reasonably
