摘要
随着我国经济进入三期叠加的新阶段,同时受到国际金融大环境的影
响,我国石化产业下行压力巨大。石化产业在国民经济中处于基础性地位,
对我国能源、环保、农业等多方面的发展都有举足轻重的影响。“十三五”
期间,石化产业应稳发展、搞改革、谋创新,做好科技创新和供给侧结构
性改革等,积极对接“互联网+”,用新理念、新模式、新技术提升石化产
业在新时期的综合竞争力。如何适应经济新常态,有效提升我国石化产业
技术创新能力,是现阶段我们需要着力解决的难题。
本文通过梳理石化产业技术创新能力、构建测度指标体系以及综合评
价方法的相关文献,基于我国石化产业的发展现状及行业特点,归纳总结
影响石化产业技术创新能力的因素,重新界定了我国石化产业技术创新能
力的内涵,并依据一定的原则构建了石化产业技术创新能力测度指标体
系。运用主成分分析法对2011-2015年中国石化产业技术创新能力从经济
支撑、研发能力、转化能力和实现能力四个方面进行综合测度,分析我国
石化产业技术创新能力变动趋势及现状。同时,运用效率评价法和系统聚
类分析法对2015年工业产业技术创新效率进行研究,通过横向对比分析
我国石化产业技术创新效率所处层次及存在的主要问题。最后根据测度结
果对石化产业技术创新能力行分析和评价,并提出相关对策建议。期望通
过该研究对我国石化产业技术创新能力有所反映和描述。

THE RESEARCH ON MEASUREMENT OF
TECHNOLOGICAL INNOVATION CAPABILITY OF
PETROCHEMICAL INDUSTRY IN CHINA
ABSTRACT
With China&39;s economy into a new stage of the three superimposed, at the
same time by the international financial environment, the downward pressure
of China&39;s petrochemical industry is huge.As Petrochemical industry is in a
basic position in the national economy, it has an significant impact on China&39;s
energy, environmental protection, agriculture and other aspects of
development. During the period of Thirteen five, the petrochemical industry
should be stable development, engage in reform, seek innovation, improve
science and technology innovation and supply side of the structural reform,
and actively docking Internet +, with new ideas, new models, new
technologies to enhance the petrochemical industry in the new era of
comprehensive competitiveness. How to adapt to the new economic normal
and enhance China&39;s technological innovation capability of petrochemical
industry effectively, this is the problem that we need to focus on solving at this
stage.

petrochemical industry in China, through reviewing the related literature about
technological innovation ability of petrochemical industry, construction of the
index system and the comprehensive evaluation method, I redefined the
connotation of technological innovation capability of China&39;s petrochemical
industry and construct the index system of technological innovation capability
of petrochemical industry according to certain principles. Using the method of
principal component analysis, I comprehensively measured the technological
innovation capability of China’s petrochemical industry from the aspects of
economic support, R&D capability, transformation ability and innovation
environment from 2011 to 2015, and analyze the trend and current situation of
technological innovation capability of China’s Petrochemical Industry.
Meanwhile I use the efficiency evaluation method and the system cluster
analysis method to study the efficiency of technological innovation in the
industry in 2015, and analyze the level and the main problems of the
technological innovation efficiency of China&39;s petrochemical industry by
horizontal comparison. Finally, according to the measurement results, I
analyze and evaluate the technological innovation ability of petrochemical
industry, and put forward relevant countermeasures and suggestions. It is
expected that this research will reflect and describe the technological
innovation capability of China&39;s petrochemical industry.
