本文以提出问题、分析问题、解决问题为研究思路,在全面阐述绩效管理的概念及
相关理论之后,明确陕西广播电视台在绩效考核体系中存在的问题及其成因。根据这些问
题及成因,归纳有关数据资料,展开深入分析,结合激励理论、绩效管理理论以及360
度反馈等理论,制定出新的符合陕西广播电视台特点的绩效考核体系,以员工绩效管理改
革为手段,提出了一系列保障该体制可以顺利实行的方法和措施,提高陕西广播电视台的
对外竞争能力和员工的工作积极性

After China's reform and opening up, radio and television stations at all levels have
adopted the business unit management mode of operation, that is, from the administrative
management gradually transition to enterprise management” and in human resources

management. In recent years, the state is accelerating the development of cultural industries,
promoting the reform of public institutions, Shaanxi radio and television as a member of the
institutions, in the case of market economy intensified, a positive response to national reform
calls, inevitably entered the reform The tide. In this paper, Shaanxi Radio and Television as a
research case, in-depth analysis of its performance management, and find out the problems in
the management process, and then put forward targeted performance management measures and
recommendations. This paper mainly uses the case analysis method, the questionnaire survey
method and the literature analysis method to write the thesis.
Based on the concept of performance management and related theories, this paper clarifies
the problems and causes of Shaanxi radio and television station in the performance appraisal
system by asking questions, analyzing the problems and solving the problems. According to
these problems and causes, summarize the relevant data, carry out in-depth analysis, combined
with incentive theory, performance management theory and 360-degree feedback theory, to
develop a new performance in line with Shaanxi radio and television performance appraisal
