近年来HSE管理在国际石油天然气化工行业中的广泛应用,我国石油天然气化工行业也

积极学习国际先进管理经验,现在,实施HSE管理已经成为国内石油天然气化工行业中

的趋势,各石油天然气化工企业都有建立HSE管理的需要。

大港油田滩海开发公司在中国石油天然气集团公司HSE管理发展战略的背景下,也

积极实施了 HSE管理,并不断探索发展,在总公司的HSE管理规章下建立了具有自身特

色的HSE管理规章。但是HSE管理作为先进的国外引进经验在中国的发展历史较短,缺

乏成熟的运行经验与方法,在公司执行的过程中并不可能尽善尽美,完全适合公司的实

际运行情况,难免会出现各种问题。本文从HSE管理的基本概念出发,就HSE管理在公

司中的运行现状进行分析与评价,剖析公司在HSE管理中出现的问题及原因,并结合国

内外先进经验,从管理的角度出发,根据公司的实际情况提出相应的提高HSE管理水平

的对策,以保证公司的HSE管理朝着更加合理化、科学化、高效化的方向迈进,更好地

促进公司HSE管理持续健康发展,并通过有效的HSE管理提高公司的整体竞争水平。

Abstract

Health, Safety and Environment Management (HSE management)is a mode to reduce the

staff which likely to cause injury, property damage and environmental pollution through the

prior to the possibility of hazard identification analysis, and then take effective prevention and

control measures, it is a kind of effective risk prevention analysis management mode, in

recent years, tiie HSE management is widely used in the international oil and gas chemical

industry, petroleum and natural gas chemical industry in China is also actively learn

international advanced management experience5now,the implementation of HSE management

has become a trend in domestic oil and natural gas chemical, the petroleum chemical

enterprises have set up HSE management needs.

Dagang oilfield Tanhai development company under the background of China's oil and

gas industry HSE management development strategy, actively implement the HSE

management, and constantly explore development, under the HSE management regulations of

corporation established HSE management regulation with its own characteristics. But HSE

management is advanced foreign experience in the development history of China is shorter,

the lack of mature operating experience and methods, in the company should not be perfect in

the course of execution,entirely suitable for the practical operation of the company,hard to

avoid can appear all sorts of problems. In this paper,starting from the basic concept of HSE

management, HSE management in the company running status analysis and evaluation,

analyze the problems arising from the company in HSE management and their causes, and

connecting with the domestic and foreign advanced experience, from the perspective of

management, according to the actual situation of the company put forward some

countermeasures to improve HSE management level,to ensure that the company's HSE

management towards a more rational,scientific and efficient direction, to promote the

sustained and healthy development of the company HSE management better,and through

effective HSE management to improve the company's overall competitive level.
