摘要
目标是企业发展的航标,基层组织则是企业成长的基石。企业的目标管理通
过基层组织实现,企业的效益也通过基层管理实现。面对越来越激烈的市场竞争
与挑战,很多企业都在想方设法寻求突破竞争与挑战的各种变革,而基层管理对
于生产加工型的企业意义毋庸置疑,可以说是牵一发而动全身。
本文以云南HX公司为例分析了目前铝箔行业复杂的外部市场环境及行业特
点,以如何在实现云南HX公司企业目标的前提下推进基层管理为着力点,通过了
问卷调查的方式和实地考察的方法,分析了基于目标管理下的云南HX公司基层管
理存在的几个主要的突出问题,从几个方面设计了提升基层管理水平的方法,得
出了通过目标管理、计划管理、质量管理、组织建设、提升基层管理者能力、激
励管理的方法可以提升云南HX公司基层管理水平的结论,为同一类型的企业发展
提供了一定的借鉴意义。

ABSTRACT
The object is the beacon of enterprise development, grassroots organizations is the
cornerstone of enterprise growth. Enterprise management achieves the MBO by
grassroots organizations, the benefits of enterprise also realized by grassroots
management. Facing with increasingly fierce market competition, most of the
companies are trying to make change in various ways. However, there's no doubt to
challenge the importance of grassroots management for production and processing
enterprises, which says that it is a slight move in one part may affect the whole
situation.
This article, analyzes the current market environment and the characteristics based
on Yunnan HX Companys case. Boosting grassroots management will be marked as the
acting point, under the premise of how to achieve enterprise objectives. By using
questionnaires and field surveys, it analyzes the main problems under grassroots
management. Furthermore,in several aspects, it designs solutions of enhancing the
grassroots management level, drawing the conclusion that by the methods of MBO,
project management, quality management, organizational construction, improving the
ability of front-line managers and incentive management can promote the grassroots
management level of Yunnan HX Company, provide certain significance of reference
for the same type of enterprise development.
