部分地区片面追求经济指标，没有从区域规划的角度出发，导致城市的
承载能力不足，造成整体生存环境的恶化，单纯的经济发展不能担负由此对
环境的破坏。因此，如何运用科学的手段辅助区域经济和商业政策的制定成
为当前需要解决的问题。当前，国内的区域经济和商业发展政策研究大多停
留在理论与书面，未能结合现代化的计算机技术辅助模拟区域经济和商业发
展政策的制定对未来的不同影响。
本文的研究内容是如何运用区域经济和商业发展政策研究中的基本理论
与方法，结合系统动力学知识，建立符合本课题需要的系统动力学模型，制
作了一个符合本区域经济和商业发展政策的仿真系统，使本区域经济和商业
发展政策研究更加科学化。
首先，本文对哈南工业新城平房区经济和商业发展现状、平房区企业享
有的国家、省市制定的相关政策、现阶段存在的问题进行了介绍。
其次，对哈南工业新城平房区商业和经济扶持政策问题进行了分析，从
区域经济发展角度审视平房区经济和商业发展中存在的问题，对哈南工业新
城平房区的经济与商业发展问题进行了 SWOT 分析。
第三，基于哈南工业新城平房区的现状，找出哈南工业新城平房区经济
和商业扶持政策制定的目标，确立符合平房区发展的指标评分体系，并提出
三个备选方案，然后建立平房区经济-社会-环境系统动力学模型，通过仿真
比较三个方案的优劣，找到哈南工业新城平房区经济与商业发展的战略选择，
并提出政策建议。

Abstract
Regional economic and business development policies require the region's
economic, social and environmental sustainability. Must ensure that a virtuous
