摘要:南方ZJ有限公司(本文简称ZJ公司)经过70多年的发展,
已经在国内市场占据重要地位,并日益在国际市场崭露头角。在全球
轨道交通市场发展的众多机遇和挑战面前,如何保持企业市场竞争优
势,是公司当前发展的核心关键。随着ZJ公司参与市场竞标次数的增
加,源自技术投标组织结构的问题多次暴露,直接影响竞标结果,甚
至危及公司在某些市场的优势地位。技术投标组织结构优劣对企业的
市场竞争力具有深刻而长远的影响。因此,本文拟对ZJ公司技术投
标组织结构进行系统的剖析和优化。
本文以技术投标责任部门市场技术部为核心,运用组织结构理论
工具对ZJ公司技术投标组织进行分析,找出影响技术投标组织有效
性的因素,并结合实际情况进行考量,得到以下基本观点:一是技术
投标组织结构中的分工专业化、团队合作、扁平化管理等维度都对管
理效率有重要的积极影响,二是组织结构需要根据实际情况进行评估
和调整以适应环境变化,三是组织结构中要形成有效激励机制,保持
组织结构的活力。同时,论文还提出构建更为合理有效技术投标组织
结构的方案。最后,论文尝试用系统优化评价的信息熵模型对优化后
的组织结构进行了初步评价,并提出了优化后组织结构实施的保障措
施及动态调整方向。全文包含图15幅,表12个。参考文献53篇。

Optimization Research on Technical Bidding Organization
Structure in ZJ
Abstract: SOURTH ZJ Co. Ltd. (hereinafter referred to as “ZJ” ) has a
long history of more than 70 years. As ZJ has been participating more and
more market biddings, due to the imperfect technical bidding
organization structure, multiple internal problems exposed which directly
affects the results of the bidding, and even endanger the company
superiority position in some dominant market. Quality and effectiveness
of technical bidding organization structure deeply influence company to
demonstrate its advantages and competition power. Under this
background, this paper intends to analyze and optimize ZJ's technical
bidding organization structure systematically.
Taking Marketing Technique Department which takes charge of
marketing technical things as the core scope, this paper uses organization
structure theory as the tool to analyze ZJ technical bidding organization,
trying to find out the factors affecting the effectiveness of technical
tendering organizations. Combined with the actual situation, according to
the analysis, the following conclusions are obtained: the first is that
appropriate dimensions of technology bidding organization structure will
have a positive impact on the efficiency, by analyzing, factors such as
specialization, teamwork and Flat Management all exerts positive
influence on the efficiency of management. The second is that
organization structure may not always work well and it is necessary to be
evaluated and adjusted according to the actual situation to suit the
environment changes in which the company is living. The last is that
effective incentive in organizational structure and helping employees to
develop themselves is the internal source of conservation organization
structure activity. Meanwhile, this paper puts forward a more reasonable
and effective technical bidding organization scheme. Finally, this paper
evaluates the redesigned technical bidding organization structure with
Information Entropy Model which is usually used to evaluate optimized
