和中小企业灵活性的优势,并在很大程度上克服了 “大企业病”和中小企业制约自身

发展的诸多弊端,在推动区域经济发展有着巨大的竞争优势。20世纪70年代以后,产

业集群在世界范围内迅速兴起,成为一种全新经济地理现象,在发挥地区比较优势、

完成资本、技术和人才的积累并进而提高区域竞争力等方面都具有不可替代的重要作

用。

液压产业是阜新市十大产业的重要龙头,是阜新市特色产业和品牌,也是辽宁省

产业集群示范基地,近些年,阜新市的液压产业规模不断壮大,水平不断提升,初步

形成了规模优势、特色优势、集聚优势和品牌优势,“中国液压之都”正在全国叫响。

阜新市的液压产业始亍上世纪60年代,曾被业界誉为“中国液压三分天下,阜

新有其一”,汽车动力转向泵、齿轮泵等主导产品享誉全国。近些年,阜新市按照打

造阜新经济转型接续替代主导产业的发展定位,重点推动液压产业加快发展,取得了

一系列重大成果。2010年,液压产业基地先后被国家科技部批准为“阜新国家液压

装备高新技术产业化基地”,被国家液气密协会认定为“国家液压产业集群示范基地”。

连续两年成功举办中国(阜新)液压装备制造业展览会。

液压产业是阜新重要支柱产业,面临着产业发展巨大的机遇和竞争对手强大的压

力。如何不断提高整个产业持续竞争力,保持竞争领先优势成为关系区域经济发展的

非常紧迫问题。本文从产业集群理论入手,以研究阜新液压产业集群发展现状和趋势

为切入点,并运用管理学上的SWOT分析方法,对阜新液压产业集群发展具备的优

势、劣势以及所面临的机会与威胁进行了分析,提出了促进阜新产业集群快速发展的

战略选择。并对阜新液压产业集群未来的发展提出战略性对策建议,为政府决策提供

有价值的参考。

ceaselessly, improvement, initially formed a scale advantages, advantages, advantage and

brand advantage, China hydraulic all is the national slogan.

Hydraulic industry in Fuxin began in the 60’s of last century, has been the industry

known as the China hydraulic three one-third of the world, Fuxin has a, automobile

power steering pump, gear pump, leading products known throughout the country. In

recent years, Fuxin city in accordance with the building of Fuxin economic transformation
