摘 要
华电苇湖梁发电有限公司(以下简称苇湖梁电厂)位于新疆乌鲁木齐东北
郊 7km 处,是国家“一五”期间在新疆兴建的第一座火力发电厂,虽经过多次
技术改造,仍不能满足快速增加市区供热需求。火电厂低温循环水的能量约占
电厂耗能总量的 30%以上,充分利用这部分能量可以增加新疆华电苇湖梁发电
厂的供热能力,从而进一步解决供热市场的热源不足问题。吸收式热泵余热回
收技术凭借其高效节能和收益显著的特点,开始在火电厂改造工程中逐渐推
广。由于应用该技术的项目存在风险大、技术难度高、施工困难等特点,所以
苇湖梁电厂选择工程总承包(EPC)工程城建模式,由华电电科院承担设计、采
购和施工活动。
论文在 EPC 项目管理模式和全过程风险管理理论的基础上,针对项目中存
在的风险进行分析,构建了基于新疆苇湖梁电厂循环水余热回收项目的全过程
风险管理模式,并提出相关的保障策略。这为我国火电厂技术改造项目提供了
风险管理理论模式,也有利于吸收式热泵余热回收技术的推广应用。

Risk management study on Weihuliang power plant circulating water
waste heat recovery project in Xinjiang
Abstract
Huadian Weihuliang power generation Company Limited (Here in after referred
to as Weihuliang power plant) is located in the northern suburbs of Urumqi, Xinjiang
east 7 Km.It is” the national first five-year period in Xinjiang to build the first
thermal power plant. Although after many technical renovation, it cannot meet the
demand of rapidly increasing urban heating. Energy of the low temperature of
circulating water in power plants above accounted for about 30% of the total power
plant energy consumption. Making full use of this part of energy can increase the
power plant of Weihuliang in xinjiang heating ability, furthermore solve the problem
of the shortage of heat source heating market. Absorption heat pump heat recovery
technology depends on the remarkable characteristics of its high efficiency and
energy saving and gains, gradually beginning to be spread in the power plant project.
Due to the project which applies the technology has great risk, high technical
difficulties and construction difficulties. Therefore Weihuliang power plant
engineering selects Engineering project general contracting (EPC) engineering urban
construction mode. Its design, purchase and Construction activities were undertaken
by Huadian electric institute.
This paper is based on EPC project management mode and the whole process of
risk management theory and analyses the risk existed in the project. This paper
constructs the whole process of risk management mode based on the Weihuliang
power plant circulating water waste heat recovery project in Xinjiang and puts
forward relevant protection strategies. This provides the risk management theory
mode for our country power plant technical transformation project and contributes to
the popularization application of absorption heat pump heat recovery technology.
