同世界先进国家相比我国研发人员发展的总体水平仍存在较大差距,还不能
满足我国经济社会发展的需要,研究与开发人员,尤其是基础性研发人员匮乏、
人才创新、创新能力不强等人力资源问题依然比较突出。本研究在分析重庆市研
究与开发人员发展现状的基础上,通过深入探讨重庆市研发人员队伍建设和培养
存在的问题,在国际国内研发人员队伍发展经验借鉴的基础上,提出加强重庆市
研发人员队伍建设和培养的政策建议,为实现研究与开发人员可持续发展提供参
考。

ABSTRACT
With the international competition is becoming increasingly fierce, more and
more enterprises vigorously promote science and technology innovation and technology
progress, accelerate the formation with the characteristics of the enterprise technology
research and development and core technology system, which can enhance the
enterprises’ core competitiveness. The key to science and technology innovation as
well as economic development lies in talent. R&D personnel is the most important
strategic resources for social and economic development, whose number and structure
has a decisive significance to the social and economic development, thus became the
various countries' companies, especially multinational companies compete for objects.
R & D personnel group is a decisive factor in the development of the country. At
present,the talent competition is becoming a focus of international competition. R & D
personnel competition , relative to economic competition more decisive and
fundamental to the developing country , independent innovation strategy
implementation has brought great challenges, is a question that we must face.
Comparing to the economic competition, R&D personnel's competition is more
decisive and fundamental, which has brought great trials and challenges to developing
countries’ implement the strategy of independent innovation, which is the problem
that we must face up to.
The overall level of research and development personnel development in our
country still have considerable gap compared with advanced countries in the world.
Compared with the need of economic and social development in our country, there are
still many places that don't adapt, research and development personnel, especially the
lack of basic R & D personnel, talent innovation, and innovation ability is not strong
