摘要

目标管理作为提升组织绩效和开发组织团队、个体的潜能,使组织不断

获得成功的管理思想和具有战略意义的、整合的管理方法,现在越来越受到

企业的重视,并逐渐被人们接受和认可。

烟草行业是计划管理、政企合一的特殊行业。长期以来,由于管理体制

等问题,广安烟草存在目标管理体系缺乏、管理精细化不够等诸多问题,致

使整个企业管理效率低、队伍缺乏活力、内涵指标差。

针对广安烟草目标管理存在的问题,在关键绩效指标、平衡计分卡、对

标管理等理论的指导下,结合企业实际,本文对广安烟草目标管理体系方案

进行了设计。目的是要解决广安烟草目标管理方面存在的问题,提高广安烟

草管理水平,使广安烟草的战略目标得以顺利地实现。

全文共分为五部分:第一部分主要阐述目标管理的基本理论、基本流程

和目标管理的主要方法。第二部分主要阐述广安烟草简介、组织架构、发展

战略、人力资源现状、目标管理现状和存在的问题。第三部分主要介绍广安

烟草目标管理方案设计。第四部分主要介绍广安烟草目标体系指标设计。这

部分是本文的重点内容。第五部分主要是介绍目标管理方案评估,对目标管

理方案进行总结,并对以后的目标管理工作提出相关启示和建议。

Abstract

Management by Objectives (MBO) as a management ideology, also a

management approach to the strategic importance, is playing an important role in

improving performance,developing organization team, releasing potential of

individuals and achieving constant success for enterprises, it is now gaining the

more attention and gradually being accepted by all.

Tobacco industry is a special in that it is of planned management and

government-enterprise integration. The many issues of Guangan Tobacco such as

the absence of MBO system and management refmenient has been long troubled

this company due to the problem of management,which caused the low efficiency

of enterprise management, low vitality of employees and the low connotation

indicators.

Directing at solving the problems, this thesis is going to design a new scheme

for MBO system of Guangan Tobacco under the guidance of performance indicator,

Balanced Score Card (BSC),Benchmarking Management theory, to enhance the

level of management and smoothly realize the strategic objectives of Guangan

Tobacco.

This thesis consists of five chapters. Chapter One mainly elaborates the basic

theory of MBO, the basic procedure and the principle method of MBO. Chapter

Two is a brief introduction to Guangan Tobacco, organizational structure,

development strategy, the current situation of human resources and MBO, and

other existing problems. Chapter Three is the design of MBO Scheme of the

Guangan Tobacco. Chapter Four presents an introduction to the design of objective

system indicator of the Guangan Tobacco, which is also the most important part of

this paper. Chapter Five is the assessment of MBO Scheme and the conclusion of

MBO scheme, this chapter also provide some suggestions and recommendations

for the future MBO work.
