摘 要
随着改革开放和社会主义市场经济的深化,中国商业银行业原有的业务经营和
发展模式不断受到冲击和挑战,只有加快战略转型的步伐,才能获得生存和发展的
空间。作为一家大型国有商业银行的二级分行,交通银行秦皇岛分行所面临的发展
机遇和挑战,是我国基层金融机构的一个缩影,其经营现状、发展中遇到的困难以
及今后的发展前景都具有典型的代表意义

首先,本文在参照以往战略和历史资料的基础上运用战略管理理论、市场盈销
理论、管理信息理论等方法,从宏观环境和行业环境着手分析分行所处的外部环境

从业务状况、效益情况、资产质量情况、人力资源情况、信息技术应用情况、组织
架构和企业文化等方面,分析了交通银行秦皇岛分行发展的内部环境

其次,通过对内、外部环境的定性分析,总结了分行未来发展的优势、劣势、
机会和威胁。运用一元线性回归法对分行的存款、贷款和中间业务收入进行预测分
析,得出未来四年的预测数据

最后,在定性和定量分析的基础上,提出分行未来发展战略,制定了战略方针
和战略目标,结合分行外部环境及自身情况,选择了成本领先和差异化相结合的组
合战略模式。为了贯彻实施这一发展战略,将其进一步细分为人力资源战略、客户
服务战略、产品战略、品牌战略、企业文化战略、风险管理战略等细化战略。为了
配合上述战略的实施,提出了一系列的对策和具体保障措施

本文创新之处在于提出了成本领先和差异化相结合的组合战略模式。该战略模
式是立足于基层分行的一般特点和经营规律以及直面终端客户的战略方案,同时紧
密结合了基层分行所处竞争环境的特殊性。因此,该战略模式能够很好地提升战略
实施的可行性和可操作性

commercial banks and development of existing business models continue to impact and
challenges. Only accelerate the pace of strategic transformation in order to obtain the
survival and development of space.As a second level branch of the large
state-owned commercial banks, Qinhuangdao branch of Bank of communications is a
microcosm of the grass-roots financial institutions in China.The present management
situation, the difficulties in the development and the prospects in the future
has the typical representative.
Firstly, this paper uses the strategic management theory, marketing theory,
information management theory based on the past strategic and historical data, starting
from the macro environment and industry environment analysis branch of the external
environment. The analysis of internal environment of the Qinhuangdao branch of Bank of
Communications are from the business situation, benefit, asset quality, human
resources, information technology, organizational structure and corporate culture.
Secondly, through the analysis of the internal and external environment
analysis, summed up the future development, advantages and disadvantages, opportunities
and threats. Prediction is analyzed by linear regression method of branch deposits, loans
and intermediary business income, the forecast data in the future four years.
Finally, in the basis of qualitative and quantitative analysis, put forward the
future development strategy of branch, formulated the strategy and strategic
objectives, combined with external environment and their own situation, choose
the combination strategy of cost leadership and differentiation of combining. In order to
implement this strategy, which is further subdivided into the human resources
strategy, customer service strategy, product strategy, brand strategy, enterprise culture
strategy, and riskmanagement strategy refinement strategy. In order to facilitate the
implementation of the above strategies, put forward a series of counter measures and
specific safeguard measures.
