近年来，全球能源危机和环境问题已经得到世界的普遍关注，并且愈演愈
烈，人们开始着眼于开发新能源以取代传统不可再生能源。尤其是以太阳能、
风能为代表的可再生能源越来越受到世界各国的青睐。我国风电事业的发展还
处在初级阶段，对风力发电的开发和利用，影响着我国能源的供应和环境的控
制以及经济可持续发展的问题。

碾子山地区为丘陵地带，风力资源较为丰富，发展该地区的风电产业将带
动地区经济发展、改善生态环境、促进地区整体素质提高。为碾子山地区风电
项目建设发展的顺利实施，本文主要从可持续发展的视角出发，首先了解国内
外风电产业发展的基本状况，分析我国风电产业发展前景；其次，对碾子山地
区风能开发的外部环境和内部环境做了具体分析，得出建设的必要性；然后，
总结碾子山区风电建设开发规划设计的具体内容并从风电场风机选型、接入系
统、消防、土建、环境影响等方面对风电场建设的可行性做了具体调查研究；
最后，针对碾子山风电项目工程建设的发展战略中存在劣势和威胁，提出内外
两方面的保障性措施，确保该项目的顺利高效的完成，为碾子山风电产业健康
发展作出贡献。

Recently，the increasing global energy crisis and environmental problems have
attracted worldwide attention. Hence, people begin to focus on the development of
novel energy to replace the traditional non-renewable energy. As a representative of
the renewable energy, solar energy and wind energy particularly get increasing
favour of all the countries over the world. However, the development of wind power
in China still remains on the primary stage, so it is important to investigate
development and utilization of the wind power generation, due to its highly
superiority on the energy supply, the control of environment and the economic
sustainable development in our country.
NianZiShan district is typically hilly terrain with prolific wind resource.
Therefore, it is important to develop the wind power industry in this district for the
promotion of regional economy, improvement of the ecological environment and the
overall architectures. In order to ensure the success of wind power project, in this
dissertation, we firstly investigated on the domestic and international development of
wind power industry abroad in the perspective of sustainable development,and
analyzed the prospect of wind power industry; Secondly, the necessity on establishing
the wind power project in NianZiShan district was proposed by the detailed analysis
of external internal environment; Then, the design on the development of wind power
generation in NianZiShan district was summarized. The feasibility of the project was
evaluated based on the detailed investigations on the the location of wind farm, the
selection of wind power generator, the system accessing, fire extinguish, civil
architecture, and the environmental effects; Finally, concerning the potential risks and
disadvantages in the developing strategy of wind power project in NianZiShan district,
we proposed the indemnification approaches both inside and outside, to ensure that
the success and efficiency of the project. It will make great contribution on the the
healthy growth of wind power industry in NianZiShan district.
