沙产业理论是人民科学家钱学森院士在立足于全面建设小康社会的根本要

求下,于上世纪80年代率先提出来的,他预言立足于知识密集型的沙草产业,

将会成为推动中国在21世纪快速发展的第六次产业革命。核心内容是:“充分

利用沙漠戈壁上的日照和温差等有利条件,推广使用节水生产技术,搞知识密

集型的现代化农业”。经过在新疆、内蒙古、甘肃、宁夏等西部省区的成功实

践,显现出了钱学森院士关于沙、草产业理论的权威性、前瞻性、战略性、适

同时指明了发展知识密集型的沙产业、草产业是贯彻落实国家西部大开

发战略的有效途径。磴口县属内陆干旱荒漠化气候区,土地总面积4167平方公

里,其中耕地435平方公里,盐渍地133平方公里;乌兰布和沙漠延伸到磴口

境内2846平方公里,有近1333平方公里沙地,未利用土地908.29平方公里,

占全县总面积的21.8%。沙区生活、生产等基础条件恶劣,严重制约了地区的

发展。同时,磴口县土地、风能、太阳能等资源丰富,合理开发利用全县沙区

资源发展沙产业不仅可实现土地资源、水资源、风光热资源的整合,优化地区

生态环境,而且可以促进本地区经济、社会的可持续发展,既是持续拉动地区

生态建设的现实需要,又是推动地区经济、社会发展,缩小与周边地区的差距,

增加农牧民收入的旳重要途径,是符合磴口县情又有独特优势的一条新路子。

本文从沙产业的理论发展,概念界定和目前进展出发,在对磴口县当前自

然环境、经济社会发展现状进行概述的基础上,研究了磴口县沙产业开发的优

势、现状和制约因素,进而构建了磴口县沙产业的发展思路和产业构成。并提

出了设施农业推动型、生态节水保护型、示范园区带动型、优势产业支撑型等

4发展种模式;模式的运行机制为政府组织、企业带动、科技支撑、农户实施。

同时,提出通过完善政策体系、构建乌兰布和沙漠生态循环经济产业区等措施

促进磴口县沙产业快速发展。提出了一些产业发展的相关政策措施。本文的研

究将对磴口县沙产业的发展具有一定的指导意义,此外,对于其他产业的产业

化发展也具有较大的理论借鉴意义。

Abstract

Theory of sand industry is people's scientist Tsien Hsueshen academician in

fiindamental requirements based on the comprehensive construction of well-off

society, in the last century 80,s first proposed,he predicted based on the knowledge

intensive sand grass industry,will be to promote the rapid development of China in

twenty-first Century Sixth Industrial revolution. The core content is: make full use

of Gobi desert sunlight and temperature difference and other favorable conditions,

promote the use of water-saving technology, modern agriculture

knowledge-intensive. After the successful practice in Xinjiang, Inner Mongolia,

Gansu, Ningxia and other western provinces, showing the academician Tsien

Hsueshen on sand, grass industry theory authoritative, forward-looking, strategic,

applicability, and points out that the development of knowledge intensive sand

industry, grass industry is an effective way to implement the western development

strategy. Area of inland arid desert climate of Dengkou County, the total area of 4167

square kilometers of land, which land 435 square kilometers, salinized land 133

square kilometers; Ulanbuh Desert extends to the Dengkou territory of 2846 square

kilometers,there are nearly 1333 square kilometers of land,unused land 908.29

square kilometers, the total area of the County 21.8%. In the life,production of basic

conditions such as bad, seriously restricted the regional development. At the same

time, Dengkou county land,wind energy, solar energy is rich in resources, the

rational development and utilization of resources in the county in the development of

sand industry can not only realize land resources, water resources, scenery heat

resources, optimizing the ecological environment, but also can promote the

sustainable development of economy, society and the region,is stimulating the

ecological construction area of real need, it is to promote the regional economy,

social development, narrowing the gap with the surrounding areas, increase the

income of farmers and herdsmen important way, is a new way in line with the

Dengkou county has unique advantage.

In this paper the development of sand industry, the concept and the present

development of Dengkou County, based on the current situation of natural

environment, economic and social development are summarized, research the

advantage, current situation and restriction factor of sand industry development in

Dengkou County,and then build sand Dengkou County Industrial Development

Ideas and industry. And proposed the establishment agriculture promotion,

ecological protection, water saving demonstration park drive type, the superiority

industry and so on 4 development modes; operation mechanism model for

government organizations, enterprises, family support, farmers driven

implementation. At the same time, put forward to promote the rapid development of

sand industry in Dengkou Courtty by perfecting the policy system, construction of

Ulan Buh Desert Ecological circular economy industrial zone and other measures.

Put forward policies and measures related to industrial development. The research of r

this paper will have certain guiding significance on the development of sand industry

in Dengkou County, in addition,of great theoretical significance for the

industrialization with the development of other industries also.
