重庆市九龙坡区华岩镇中梁山街道地处于九龙坡区东西部的衔接中心区，属于典
型的城乡结合部。重庆直辖后随着重庆经济社会的不断发展，重庆的城市化进程也在
不断推进，特别是近年来，伴随大量城市基础设施的建设，以及一些重点工业项目的
推进，大量农民的土地被征用，因此出现了大量的被征地农转非人员，据初步统计，
在现有的被征地农转非人员中，差不多有接近 30%的被征地农转非人员没有工作，因
此，就业形势非常严峻，城市化与被征地农转非人员就业困境之间存在的矛盾越发凸
显，如何解决这个问题就摆在了当地政府的面前。
本文结合重庆九龙坡区华岩镇中梁山街道在城市化进程中被征地农转非人员的就
业问题进行了研究，探讨如何站在统筹城乡发展的高度之下,通过对本区域内的被征地
农民的就业问题进行调查，在调查分析基础上发现当前在被征地农转非人员就业上存
在的问题，找到问题的根本原因所在，在此基础上提出相应的建议和对策措施，有效
的帮助被征地农转非人员在较短时间内实现就业，帮助他们尽快的平稳顺利的融入到
城市生活的新系统，实现重庆九龙坡区华岩镇中梁山街道城市化的改造和当地经济和
社会的发展。

Abstract
For the majority of the land expropriated peasants workers, promoting their
employment is not only an economic problem but also a social problem. Therefore, in the
perspective of urban and rural planning, how to find a can adapt to the reality of economic
and social environment of the local government development is also suitable to be a basic
employment situation of individual land expropriating and concrete measures to promote
entrepreneurship and implementation path, to transfer the social resources widely actively
involved, effectively help was the land expropriating people in employment,
entrepreneurship in a relatively short period of time, as soon as possible to help them smooth
integration into the new system of city life, has important practical significance to promote
the development of the city construction to speed up the process and economic and social
state.In the Liangshan area at the edge of Chongqing main city zone of Chongqing
municipality directly under the central government, along with the Chongqing economic and
social development of Chongqing City, the process is being pushed forward, especially in
recent years, with a large number of city infrastructure construction, and promote some key
industrial projects, a large number of farmers whose land is requisitioned, hence the a large
number of the land expropriating people, according to preliminary statistics, in the existing is

solve this problem is put in front of the local government.
