分析了 B 辖区金融管理机构 2007-2011 年人员流出情况,归纳总结出人员流出的特征
和对组织产生的影响,探讨了员工发展空间、薪酬考核、培训开发等影响 B 辖区金融
管理机构人员流动的组织影响因素,并从引入职业生涯规划理念,开拓员工发展空间;
从职位分类入手,完善薪酬考核制度;建立员工素质模型,构建培训开发体系等方面,
有针对性的提出了 B 辖区金融机构人员队伍的保持策略。

Abstract
The financial management office in B area is the branch institution of the general
monetary authorities, which performs significant roles in maintaining the stability of the
currency, defusing financial risks and providing financial services in their jurisdiction areas.
However, The financial management office in B area has been strongly influenced by the
personnel management philosophy of the state administrative organs, as a consequence,
there are many defects and problems in personnel management , especially in the staff
stability mechanism,which results in the outflow of a large number of young highly
educated personnel. The outflow of talents has become a severe issue which affects the
stability and development of the workforce. For this reason, the study on the personnel
mobility rules and internal mechanism of the B office will contribute to the alleviation of
the personnel outflow and the optimizing of the personnel management system
theoretically and practically.
From the perspective of the organization, taking undertake transfer of personnel as
research object, this article analyzes the transfer of the personnel in B office during
2007-2011 by combining the theoretical analyses with the demonstration proof-test, and
summarizes features and influencement that personnel outflow exerted to the organization.
The staff career development, remuneration and appraisal, staff training and other
influencing factors have been systematically discussed in this essay . Finally the article
gives some strategic advices on keeping staff stability of the B office.
