随着中国与菲律宾之间贸易往来的逐渐密切,人民币的清算业务成为在菲跨
国银行的重要外汇业务,如何实现人民币清算业务的准确高效运行成为各银行之
间竞争的关键点。马尼拉中行自2002年成立以来,在菲律宾的业务范围逐渐扩
大,成为菲律宾与中国合作的重要银行之一。
人民币清算业务操作系统的实现,为马尼拉中行外汇业务的开拓提供了极大
的便利。除了在操作上,业务流程进展更加快捷高效,极大地缓解了人工服务的
压力,同时还加强了部门之间的联系,实现与会计部门的紧密合作。人民币清算
业务也逐渐成为马尼拉中行战略发展过程中重点的目标业务。
但是,目前的业务系统开展过程中,还存在着诸如划汇速度较慢、银行监管
职能缺乏、邮件信息处理等方面的问题,因此笔者旨在通过本次的研究,首先就
相关的人民币清算系统的文献进行梳理总结,其次对人民币清算系统在国内的发
展情况、应用情况以及在马尼拉中行的发展现状、需求进行全面的分析。然后就
系统的改进提出改进模式,并就改进模式的资源配置、市场拓展方面进行一定的
规划,最后就实施过程中出现的问题进行总结,并对实施效果进行分析以及风险
管理进行控制提供意见和建议。
通过本文的研究,最终会提出马尼拉中行人民币清算业务的改进模式以及配
套的资源配置和市场拓展方案,这一方面是对相关理论的实践,同时为马尼拉中
行进行人民币清算业务的幵展提供智力支持,并对同行业银行的类似业务产生一
定程度的借鉴意义。

ABSTRACT
As trade links between China and the Philippines continually get closer, the RMB transfer
business will become a core potential foreign exchange business of multinational banks in the
Philippines. The implementation of a reliable and efficiently operated RMB transfer sytem will
be the key in maintaining a competitive edge over the competition.
The implementation of the RMB payment business operating system in BOC Manila Branch
greatly facilitated the development of its foreign exchange business. Aside from the
improvements in its daily operation,a faster and more efficient business work flow greatly eased
the pressure on its manpower, while strengthening the communication among the various
departments to work together more closely. RMB payment business will become BOCs strategic
focus in the development of its business in Manila.
However, obstacles were encountered in the process of implementation such as the following:
slow settlement speed, lack in bank regulatory functions, and difficulty in mail information
processing. The author worked on the RMB transfer system for streamlining, RMB transfer
system in domestic development, analysis on control, and risk management advice. Through
this research, Manila Branch eventually improved its RMB clearing business model, resource
allocation and marketing solutions,which is the practice of theory on one hand and practical
application on the other hand.
