随着人类社会进入二十一世纪的第二个十年，电子产品更新换代的步伐比以往任何时
候都要迅速，即客户的需求变化速度比以往任何时候都要快，这就使得从事电子制造
服务业的公司仅仅依靠企业资源计划（ERP）和准时制生产(JIT)这两个工具是难以满
足客户快速变化的需求。
因此从事电子制造服务业的企业无论其规模大小必须建立适合本企业特点的制
造执行系统（MES）。这套系统的作用就是“承上启下”，一方面将企业资源计划（ERP）
中的客户需求快速准确地传达到生产一线，另一方面将生产一线准时制生产（JIT）
的生产状况实时反馈给管理层。
本文通过对从事电子制造服务业 A 公司在应对快速变化的市场时如何合理配置
企业有限的生产资源进行分析和诊断，并在此基础上提出了一整套对该企业生产资源
管理系统（DTS）进行优化的方案。该方案最大的特色就是实用性，即从影响企业生
产资源利用率的人、机、料、法、环、测这六大因素入手，统筹兼顾 ERP 系统的计
划性和 JIT 理念的灵活性，大大提升 A 企业的运营能力。
关键词：企业资源计划（ERP）、准时制生产（JIT）、制造执行系统（MES）、
DTS(缺陷跟踪系统)。

Abstract
When we are in the second ten years of 21st
century, the pace that the electricity
product is upgraded is faster than any other time. It means that the speed of customer
requirement becomes quicker than before. It makes that electronics manufacture service
company cannot meet customer fast requirement depending on the two tools, ERP
(Enterprise Resource Planning) & JIT (Just in Time).
So the companies that focused on electronics manufacture service, whatever its scale
is huge or small, must establish its own MES - manufacture execution system. The role of
the system is connecting, on the one side it conveyors customer requirement in ERP to the
production quickly and precisely; on the other side it also conveyor product information by
JIT method to the management level.
The article was a case of study of A company in EMS industry how to manage his
product resource to cope with the quick market and then create a set of optimized program
(DTS – Defect Tracking System) basing upon the above analysis. The most distinguish
feature of the method is practical. It can dramatically improve the company’s product
resource efficiency starting from 5M1E and also balance ERP and JIT.
