Abstract
The financing problems commonly faced by hi-tech SMEs in China have become a
serious constraint that hinders their development. Government has to provide favorable
policies, taxation and risk subsidies in order to encourage banks, insurance companies,
guarantee institutions, venture capital and other financial institutions to provide financial
support for hi-tech SMEs. Suzhou Branch of Bank of Communications has initiated a
typical solution in Sci-tech finance by establishing a sub-branch specialized in financing
services for hi-tech SMEs in accordance with available policies. The paper studies the
Suzhou Mode of Sci-tech finance based on the case study of the sub-branch of Bank of
Communications. By examining the practices of Sillicon Valley Bank as an exemplary
model of the Suzhou Mode and analyzing three models of Chinese SVB, the paper fathoms
the formation, connotation and characteristics of Sci-tech financing of the Suzhou Mode
and identifies the problems and bottlenecks in the existing development pattern of this
mode. Summarizing the empirical experience of SVB, it also tentatively proposes
suggestions to optimize the current Suzhou Mode in the hope of improve the Sci-tech
finance system and promote its development in China, and more importantly, to help solve
the SME financing problems.
