摘要

液化天然气(LNG,Liquefied Natural Gas)是在气田中自然幵釆出来的可燃气体,

它是一种清洁、高效的能源。LNG站的建设从微观层面有利于保护环境,减少城市污

染,并可满足周边地区季节性天然气调峰需求,对保证天然气用户安全平稳运气具有重

要的保障作用,能很好的解决当下环境污染(雾霾)、城市天然气用气紧张等社会问题,

宏观层面更是能够保证国家能源供应多元化改善,加快我国能源结构的优化和调整,对

加强国家能源安全、增强国家的能源储备和社会经济的可持续发展具有重大的政治意

义。

文章结合项目可行性研究相关理论和可行性研究决策方法,采集大量实证数据,对

禹居LNG站建设项目做可行性分析。本文首先阐述了研究背景、选题意义、结构安排及

创新之处,继而概述了项目可行性研究的相关理论,以此为基础,展开了几个维度的可

行性评价与分析。具体来讲,详细的描述了项目所在区域天然气探明储量和已有天然气

产量和区域条件,应用SWOT分析方法确定了站址,确定了建设规模,并对产品及流向

进行了描述;通过分析配套生产设施,确定环境现状、社会现状、主要污染源污染物、

固废、噪声、废气、废水的影响;确定工艺方案,并提出控制污染与保护生态的初步方

案,与此同时对自然危害因素、生产过程危害因素及后果进行分析,并提出安全措施,

包括消防方案、节能措施、组织机构与管理模式;财务角度,对项目进行投资估算与资

金筹措,应用网络图对项目实施进度进行了安排,确定投资估算和资金筹措;财务评价,

对产品成本和费用估算、营业收入和费用估算、应用现金流、财务平衡、偿债能力计算

和敏感性、盈亏平衡分析,证明项目的市场前景和经济收益,以及建设主体的贷款偿还

能力和抗风险能力。通过以上分析最终得出禹居LNG站建设项目具有很好的经济效益和

巨大的社会效益,项目是可行的。

Abstract

Liquefied natural gas (LNG) is combustible gas naturally exploited in gas

field. It is a clean, efficient energy. At the micro level, the building of LNG

station would help to protect environment, reduce the air pollution in city, and

can meet the seasonal natural gas peak shaving needs of the surrounding area. It

can well solve the social problems as environment pollution, lacking of gas

supply and so on. At the macro level, the extension cf LNG station would

modify the diversification of national energy supply, speed up the optimization

and adjustment of energy structure in China, and it has great political

significance in strengthening the national energy security, enhancing the

sustainable development of the country's energy reserves and the social

economy.

In combination with theory and decision-making technique about feasibility

study, this paper collected a large number of empirical data to do the project

feasibility analysis of Yuju LNG station construction. This paper firstly

describes the research background, the significance of the topic, the structure

arrangement and innovation, then, summarizes the related theories of the project

feasibility study. Based on above, it evaluates and analyzes the feasibility from

several dimensions. Specifically, it describes proven reserves of natural gas and

natural gas production and regional conditions of the area where the project

located, using SWOT analysis method to determine the site, the scale of

construction, and also describes the products and its direction; ascertain t

environment status, social status, and he influence of primary pollution source

and contaminants, noise, exhaust gas, wastewater, then confirm the process plan,

and puts forward the preliminary scheme of ecological pollution control and

protection. At the same time, analyzes the damage factors as natural hazards in

the production process and results, then put forward the security measures,

including fire plan, energy saving measures, organization and management

model; financial point of view, the project investment estimation and fund

raising, application of network chart the progress of the arrangements for the

implementation of the project, determine the investment and finance; financial

evaluation, cost of production and cost estimates, operating income and cost

estimation, cash flow, financial balance, solvency calculation and sensitivity, the

profit and loss balance analysis, prove the market prospect of the project and

economic benefits, and the construction of the main loan repayment ability and

anti-risk ability. Through the above analysis concluded that Yuj#LNG station

construction project has good economic benefits and huge social benefits, the

project is feasible.
