新疆跨越式发展和长治久安的重大举措。“兄弟同心,其利断金。”对口援疆是

新疆的需要,也是其他地区的需要,有利于发挥新疆的比较优势和后发优势,也

有利于拓展全国发展的市场空间和回旋余地。

山东省委、省政府积极响应中央的号召,在新一轮援疆工作中,山东省按照

科学援疆的理念,注重立足当地实际高起点规划,为援疆工作科学有序推进奠定

了基础。山东省注重把本省优势与新疆实际情况相结合,在创新中推进援疆工作,

走出了一条“山东特色、全国前列”的援疆之路。

产业发展是改善民生的根本途径。中国重汽作为山东省人民政府所属的特大

型企业集团,在山东省、新疆自治区各级政府及领导的支持和关心下,积极响应

援疆号召,与乌鲁木齐经济技术开发区(头屯河区)进行合作洽谈并签署了合作

投资协议书,注册成立中国重汽集团新疆商用车有限公司,确立了 “中国重汽集

团新疆商用车项目”。该项目拟向国家、新疆维吾尔族自治区和乌鲁木齐市报请将

该项目列入国家支持西部和新疆大开发重大扶持项目,视同完成山东省对口支援

项目。

Abstract

As the new growth pole of western development, implementation of the

development plan of China's 12th Five-year Program, acceleration of transformation of

economic growth mode and the requirement of execution of expanding domestic

demand strategy, are major initiatives to improve people's living standard, and to

promote leapfrog development and long-term stability of Xinjiang. “Nothing is

impossible, if we work together.” Support to Xinjiang is not only the need of Xinjiang,

but also the need of other regions. It is conducive to play the comparative advantages

and late mover advantage of Xinjiang,but also conducive to the development to expand

the national market space and room for maneuver.

Government of Shandong Province laid the foundation of pushing forward their

support to Xinjiang scientifically and orderly, focusing on the actual starting point based

on local planning, according to the concept of support Xinjiang scientifically in the new

round of work, in respond of call of central government. Shandong Province

emphasized on combining the advantages of Shandong Province and the actual situation

of Xinjiang province together, creating a new style of support work which has

“Shandong characteristics at the forefront of the nation.

Industrial development is the fundamental way to improve people's livelihood. As

one of the largest enterprise belongs to Government of Shandong Province,under the

support and concern of all levels of government and leadership of Shandong province

and Xinjiang Uygur Autonomous Region,CNHTC respond positively to the call of

supporting Xinjiang, discussing cooperation and signed a co-investment agreement

with the Uramqi Economic and Technological Development Zone (Toutunhe district).

After registration of company of Xinjiang commercial vehicles co., LTD(CNTHC),

with establishment of the China National Heavy Duty Truck Xinjiang commercial

projects. which intends to apply to be the major projects to support the development of

Xinjiang country for Xinjiang Uygur Autonomous Region and nation government,

Shandong Province deemed complete the project of supporting Xinjiang
