延安市地处关中平原北部,由于蓂到外部环境的社会经济、政治、文化以及历史教
育问题的影响,延安市基础教育的发展在全省来讲一直处于相对落后的状态。近年来,
延安市委市政府采取多种措施促进教肯事业的发展,取得了显著的成效。但是,通观全
局,影响教育的因素诸多复杂,而教师人力资源却是影响教育发展的最主要和最关键的
因素。因此,研究延安市教师人力资源的开发和管理特别是基础教育阶段,对当地教育
事业的发展具有重要的现实意义:一方面,可以进一步深入分析延安地区基础教育的现
状及存在的问题;另一方面,通过对现状存在问题的原因进行深入分析,进而提出改进
的策略和建议,促进延安市基础教育的更好发展。
本文从延安市基础教育人力资源开发与管理的问题入手,首先对国内外在教育人力
资源开发与管理方面的理论现状及实践经验进行分析研究;其次,分析延安市教育人力
资源开发与管理的现状、存在的问题及原因;最后,对延安市教育人力资源幵发与管理
提出建设性的策略和意见。

Abstract
Yan'an City is located in the Guanzhong Plain in the north, due to the
external environment, socio-economic, political, cultural and historical impact
of education, development of basic education in Yan'an City in the province has
been in terms of a relatively backward state. In recent years, Yan'an municipal
