发展、促进经济增长、繁荣社会文化及全面提高国民的综合素质等各方面都起

文化建设是极为重要而且不容忽略的一个组成部分

本文以相关的市场管理理论为依据,借鉴国内外文化市场管理工作的成功
经验,综合采用调查法、资料分析法、访谈法、个案研究法及对政府市场管理
现状以及存在的问题进行深入剖析,以 A 县为例进行综合分析,运用文化市场
的管理理论有针对性地提出进一步完善管理机制的方案。通过本文研究分析,
希望能设计出适合时代发展的文化市场执法管理机制,加强文化市场管理,繁
荣社会主义文化市场,为人民提供更好更多的精神食粮,满足人们更高的精神
文化需求
本文通过相关的研究认为,要发展文化产业,繁荣文化市场,真正满足群
众不断提高的精神追求,就必须转变政府职能,加强产业政策支持,完善相关
的法律法规,建立完善的文化市场执法管理机制。执法部门要提高思想认识,
把文化市场管理摆在关键位置;明确任务分工,把管理工作责任落实到位;各
部门之间协调配合,紧密联系,加强综合管理;同时,要进一步完善文化市场
监督体系,促进文化产业规范经营,从而达到繁荣社会主义文化的效果

ABSTRACT
The cultural market enters into an unexpectedly rapid development period since
the reform and opening, and it play a key role in promoting the development of
society and economy, prosperity the social culture and improving the national
comprehensive quality as well as other aspects. It needs the coordinated
development of economy, politics and cultural to construct the socialism with
Chinese characteristics, and the cultural construction is an important and significant
part.
The development of the cultural market stimulates the cultural consumption,
promotes cultural production and the development of cultural productive forces, and
at the same time to meet the broad and diversity needs of people for the cultural
consumption. While the rapid development of the cultural market also brings a series
of problems,Cultural products is an important way of showing the of socialist
spiritual civilization is to show the important window, the healthy and progressive
culture market gives a space for the excellent and best cultural works. Therefore, we
must strengthen the enforcement of the cultural market management, perfect the
management and supervision mechanism, and resolutely curb the bad phenomenon
of cultural market. Establishing a perfect cultural market management mechanism,
the government should keep the cultural healthy and prosperity by macro regulating
and controlling.
The article is based on the related market management theory , and to quote the
successful experience of cultural market management at home and abroad, and takes
the advantages of comprehensive investigation, data analysis method, interview
method, and case study to analyze the market management situation and the existing
problems. It takes county A as an example, and makes use of cultural market
management theory to put forward further plan for management mechanism.
Through the research and analysis, the paper hopes to design a suitable mechanism
for the development of the cultural market enforcement management mechanism, so
as to strength the cultural market management, prosperity of socialist culture market,
provide people with better spiritual food, satisfy people higher spiritual and cultural
needs.
In order to achieve development of cultural industry and prosperity of cultural
market to satisfy people’s ever-growing spiritual pursuits, this paper, based on
relevant studies, puts forward the idea that it is imminent to transform government’s
functions, increase policy support for cultural industry, perfect relevant laws and
regulations, and establish complete administration mechanism of law enforcement
in the cultural market. Besides, law enforcement department should improve its
ideological understanding to give priority to cultural market administration;
distribution of labor should be also clear, and responsibilities of administration work
be taken cared of; all the departments should work closely to coordinate with each
other, and enhance comprehensive administration; meanwhile, supervision system of
cultural market should be improved, and standard operation of cultural industry be
promoted so as to achieve prosperity of socialist culture.
