本文拟通过档案电子化管理模式的实施方案，即提出整合并优化档案数据资源、
标准化业务流程与档案管理操作，来实现对信托公司主要风险的控制。
本文通过对信托行业的典型代表--H 企业的发展现状分析，透过案例研究分析出
行业普遍存在的风险类型和性质。同时，结合现阶段的实物档案与数字档案管理理论，
研究现阶段案例企业电子化管理存在的问题、提出实施方案与建议。
本文通过案例分析法、定性分析法等方法研究，得出如下结论：第一，随着信托
行业飞速的发展与各类风险的逐渐显露，加强档案管理是必然的趋势。第二，根据科
学的进步与企业的发展，档案的电子化管理模式将充分体现档案的凭证价值与参考价
值，并将协助企业加强内控管理与操作流程的系统化、规范化。第三，通过建立专业
化的档案管理系统，并在此基础上对现有应用系统进行资源整合与管理，将对信托行
业主要存在的档案安全性风险、信用风险、市场风险、操作风险、合规风险、道德风
险和声誉风险起到有效的控制作用。第四，为保障档案电子化的顺利实施，要求信托
公司从思想上高度重视、统筹战略布局、建立长效机制、细化操作细则、全员参与，
从源头和根本上不断加强和完善信托企业的档案电子化建设。

ABSTRACT
With the development of economy, good risk control become the enterprises to
seek survival and development of the necessary management measures,
specifications of archives management played a vital role in risk control. But with
the development of science and technology, electronic archives management
mode has been produced, it made up for the inadequacy of the current physical file
management, risk control of enterprise play an effective role.
This paper proposed the implementation of project management mode of electronic
archives, integration and optimization of file data resources, standardized business
process and file management, so as to realize the control of the main risk of the
trust company.
Analysisof the typical trust industry--Henterprise development present situation
through this case study, through the case analyzes the risk types and
characteristics of common industry. At the same time, the combination of
management and the theory of digital archives at this stage of the research at the
present stage, the case enterprise electronic management problem, and forward
the solutions and suggestions.
This paper analysis method, qualitative analysis method through case, draw the
following conclusion: First of all, with the development of the trust industry gradually
revealed rapid and all kinds of risk, strengthen the archives management is an
inevitable trend. Secondly, according to the development progress and the
scientific enterprise management mode, the electronic archives will fully reflect the
voucher value of archives and reference value, and will assist the enterprises to
strengthen internal management and operation process of the systematic,
standardization. Thirdly, through the file management system to establish a
specialized, and on the basis of existing application system of resource integration
and management, will effectively control the trust industry mainly existing file
security risk, credit risk, market risk, operational risk, compliance risk, moral risk
and reputation risk. Last and not least, in order to ensure the smooth
implementation of the requirements of electronic files, trust companies take
seriously highly from the thought, overall strategic layout, the establishment of
long-term mechanism, detailed rules for the operation, full participation, from the
source and fundamental constantly strengthen and improve the construction of
electronic files of the trust enterprise.
