随着30年的改革开放,我国综合国力不断增强,经济平稳较快发展,拉动了能源和电力消费。
但我国的电力结构仍以煤电为主,煤炭资源分布不均,物流运力资源局部时段紧张,电力体制改革
滞后。由于电力部门承担了重要的社会责任,火电企业的发电生产刚性较强;而煤炭行业已经完成
市场化,具有较高市场适应能力。因此,火电企业如何解决煤炭刚性需求对效益产生的不利影响,
应当抓住当前世界总体经济下行的有利时机,尽快介入到产业链上游,做实煤炭产供销业务,由单
纯发电竞争转向产业链全面竞争的战略调整。
A集团为五大发电集团之一,A国际作为A集团的旗舰企业,正在大力开发煤炭及煤炭物流资
源;内蒙古A燃料有限公司作为A国际基层重要的煤炭经销试点企业,现业务比较单一,主要负责
A国际下属企业如B发电公司(8台60万千瓦火电机组)和C发电公司(2台30万千瓦火电机组)
及再生资源公司的煤炭采购工作,利用火车外运部分煤炭发往京津冀地区火电企业。
本研究将主要围绕内蒙古A燃料有限公司在当前政策与环境的利好情况下,如何将公司打造成
为在内蒙古西部地区及周边辐射地区拥有煤炭洗选、加工、储运等煤炭物流核心设施与煤炭物流核
心能力,实行采购、销售一体化运作,同时具备一定市场控制能力的区域性基层煤炭运销企业

Abstract
With 30 years of reform and opening up, China's comprehensive national strength has been enhanced
and its economy enjoyed stable and rapid development, stimulating the consumption of
energy and power. But coal electricity still dominates in China's electricity energy formation, coal
resources are unevenly distributed, logistics transport resources are strained in some periods of time, and
the reform of electric power system lags behind. Because the power sector bears significant social
responsibility, there is a solid demand of power generated from coal plants; and the coal industry has
completed marketisation, thus having high ability of adapting to the market. Then how to resolve the
adverse effects on thermal power enterprises caused by solid demand of coal We should seize the
favorable opportunity of downward current world economy, get involved in the upstream industry chain as
soon as possible,including coal production and marketing business,and make strategic adjustment from
single competition to all-round competition of power industrial chain.
A Group is one of the five major power generation groups, A International Company as the A Group's
flagship enterprises, is vigorously developing coal and coal logistics resources; Inner Mongolia A Fuel
Company,as the important primary-level experimental enterprises of coal distribution in A International
Company,with relatively single business, is mainly responsible for coal procurement for the A
International Company' s affiliated enterprises such as B Power Generation Company (8 sets of 600000
kilowatts of thermal power units) and C Power Generation Company (2 sets of 300000 kilowatts of thermal
power units) and Renewable Resources Company, and transporting some coal by train to thermal power
enterprises in the region of Beijing, Tianjin, Hebei.
This research will mainly focus on how to make Inner Mongolia A Fuel Limited Company, with the
favorable current policy and environment, into a regional enterprise of coal transportation and sale in the
west area of Inner Mongolia and the surrounding radiation area which has a coal washing, processing,
storage and transportation of coal logistics core and core competence of coal logistics, implement
purchasing and sales integration operation, and a certain market control ability.
