内蒙古自治区政府采购中心作为实施自治区本级集中采购项目的政府部

门,自成立起至今承担和完成了政府集中采购市场一半以上的任务,实现了良

好的经济效益和社会效益。近年来,随着我区经济的不断发展和政府集中釆购

市场规模的不断扩大,内蒙古自治区政府釆购中心根据现有的工作人员和釆购

流程设计己经满足不了日渐发展的、多样化市场的需求。为了最大限度发挥政

府集中釆购规模效益和政策导向性,更好的满足采购人的需要,更高效、更人

性化的为投标供应商创造出一个“公幵、公平、公正”的竞争环境。

本文所研究的内蒙古自治区政府采购中心采购模式创新是在充分借鉴先进

省市政府釆购中心经验的基础上,结合自身实际情况,采用SWOT分析法对环

境因素分析,最后得出对内蒙古自治区政府釆购中心釆购模式创新研究结论。

通过全区创建电子交易平台的办法,解决政府采购全区联动,资源共享,发挥

规模效益,提高财政资金使用效益等目前遇到的问题。

Abstract

Inner Mongolia Autonomous Region Government Procurement Center,a

government department of taking over centralized procurement projects of the Inner

Mongolia,has undertaken and completed more than half of the tasks of the

government Procurement and achieved good economic and social benefits from its

inception. In recent years, with the continuous development of our region's economic

and the expansion of the government procurement market, Inner Mongolia

Autonomous Region government procurement center on the basis of the

existing staff and procurement process design can not meet the diversity of the

market which is growing day by day. In order to maximize its economies of scale,

the government oriented,better meet the needs of the purchaser and create an open,

fair and just competitive environment more efficiently and more humanely,Inner

Mongolia Autonomous Region Government Procurement Center has used the SWOT

analysis to consider the environmental factors to get the conclusion that is the

research on the innovation of the procurement,in the full model of the advanced

experience of the provincial government procurement centers and its own actual

situation, we have created an electronic trading platform to solve the region's linkage

of government procurement,resource sharing, leveraging economies of scale,

improving the effective use of finances and so on.
