摘 要
中央企业实行战略风险管理对提高运行效率和经营效益具有非常重要的作
用。本文采用归纳总结法、比较分析法和案例分析法相结合的研究方法,以北京
科东电力控制系统有限责任公司(以下简称“科东公司”)的战略风险管理体系作
为研究课题,旨在通过设计一整套适合该公司的战略风险管理体系,为其战略风
险管理的改进提出思路和方向,同时争取为其它企业的战略风险管理体系的构建
提供一定借鉴。
首先,本文对国内外企业战略风险管理理论以及管理方法进行综述,提出企
业战略风险管理体系的构成要素,对当前三种常见的战略风险管理模式进行比较,
对企业实行战略风险管理的优势进行分析,指出实行战略风险管理是企业当前的
重要选择。
其次,利用 PEST、波特五力分析以及 SWOT 分析法对科东公司战略环境、
战略路线进行分析,在对科东公司战略风险管理现状尤其是存在的问题进行系统
分析的基础上,提出“明确目标、完善环境、加强评估、强化控制、严格监督”
的战略风险管理改进思路。
再次,提出科东公司战略风险管理系统设计的原则、管理目标和战略风险管
理委员会设立及其职责体系、管理原则和相关要求,阐述战略风险管理制度体系
构建的思路和要点,构建以战略风险管理体系为主体的内部控制体系。
最后,制定出确保战略风险管理体系顺利实施的各项保证措施,为公司战略
目标的实现提供有力保障。

Abstract
Central enterprises to implement risk management strategies to improve
operational efficiency and operational effectiveness of enterprise has a very important
role. In this paper summarizes the method, comparative analysis and case studies

management system, the current three common strategic risk management model to
compare the implementation of enterprise risk management strategy to analyze the
advantages , pointed out that the implementation of the current strategic risk
management is an important choice.
Secondly, use of PEST, Porter's five forces analysis and SWOT analysis for
Beijing kedong corporation strategic environment, strategic roadmap for analysis,in
the Beijing kedong electric power control system co.,ltd is a strategic risk management
situation, especially the problems of the system based on the analysis, that
standardized operation, centralized management, budget control, balance two lines,
strict procedures, expenditure approval improve efficiency, risk prevention strategic
risk management improvement ideas.
Again, the proposed Beijing kedong electric power control system co.,ltd
strategic risk management system design principles, management, risk management
objectives and strategies established by the Commission and its responsibility system,
management principles and requirements, elaborate strategic risk management system
to build ideas and points of , build a strategic risk management system as the main
internal control system.
Finally, to develop a strategy to ensure that the risk management system to ensure
the smooth implementation of the measures to achieve the strategic objectives for the
company to provide effective protection.
