20余年来,高校后勤改革经过不断地实验、探索,发展到今天已取得了不
错的成绩,但也应该看到由于高校后勤公益性与市场性兼具的特殊属性,改革
过程复杂,推进缓慢,远跟不上高等教育、科研发展的需求。尤其随着矛盾、
问题也逐渐增多,改革阻力加大,有的学校甚至退回到计划经济的管理模式,
对改革极其不利。进一步推进高校后勤社会化改革的发展,必然需要分析高校
后勤改革当前遇到的问题、问题形成的原因,结合现代市场运行规律寻找解决
问题的办法及理论支持。
本文对Z高校后勤集团的社会化改革过程中的问题和解决问题的措施进行
了研究。文章采用调查研究法、文献检索法、实证分析法和比较分析法等研究
方法,以高校后勤社会化改革现状为背景,对高校后勤社会化改革中目前运行
较好的几种主要模式进行了比较分析。
本文研究了 Z高校后勤社会化的经营模式,结合国情、青岛地方特点、Z
高校校情,对现阶段Z高校高校后勤社会化改革存在的问题进行了研究,分析
了影响高校后勤发展、制约Z高校后勤社会化经营的关键因素。从宏观环境、
产权、市场、人力资源和战略管理等方面,逐一剖析了这些关键因素在Z高校
后勤集团发展中产生的重大影响。以国内高校后勤社会化改革前瞻性理论基础
为支撑,试图探索出一条符合z高校实际情况,能满足z高校教育发展需求与
后勤集团发展需求的合理化思路。
本文提出的主要对策有:明确产权关系、进行多元化产权改革;构建开放、
规范的高校后勤服务市场体系;多元化的经营方式以及构建新型后勤保障体系。
希望这些研究能为Z高校后勤集团进一步扩大企业规模、良性发展提供合理化
建议。并且期待能为其他相同发展状况的高校提供有效建议。

Abstract
As the security department for teaching and scientific research in
universities, university logistics’ full play to its functions could
impact on the normal development of teaching and research work in the
universities directly. Along with the deepening of Reform and Opening
up and gradual establishment of socialist market economic system,
university logistics socialization reform is a strategic option
according to the needs of higher education' s reform and development.
After nearly 20 years of development, university logistics
socialization reform has made some progresses. However, due to the
particularity and complexity of university logistics, the slow progress
cannot meet the requirements of research and teaching,s development in
the universities.
In recent years, there have been fewer voices concerning university
logistics reform. And it becomes more difficult to reform with the
increases of contradictions, problems, and the discontents from the
reform stakeholders. Thus the solutions to the current problems of
university logistics socialization reform after the timely analyses
provide the forward-looking studies

In this paper, the problems arising from the process of socialization
reform of the logistics group in University Z and the measures to solve
them have been studied.
Research approaches including investigation, literature retrieval,
empirical analyses and comparative analyses have been used. With the
background of present situation of logistics socialization reform, the
paper gives the analyses in comparison of the several major modes which
currently take better running in the reform.
The management pattern of logistics socialization in University Z,
combining with national conditions, Qingdao local characteristics,
university senior colonel, conditions of University Z, have been studied.
The problems of present stage of university logistics socialization
reform in University Z have also been studied, together with the analyses
of key factors which influence the logistics development and restrict
the management of logistics socialization. The analyses of key factors
how to impact on the development of University V s logistic group are
given individually from the sides of macroscopic environment, property
right, market, human resources, and strategic management, etc.
With the forward-looking theoretical basis of domestic
university' s logistics socialization reform for the support, the target
of this paper is trying to explore the rational methods conforming to
the actual situation of University Z and meeting the demands from the
development of university education and logistics group.
In this paper, the main countermeasures have been raised as
following: clearing property right relations and reform of diversified
property rights; building open and standardized university logistics
service market system; diversified modes of operation, and building new
logistics security system.
It' s hopeful that these researches could provide the rational
advices of expanding enterprise scale and benign developments for
logistics group of University Z, and the suggestions to other
universities with same development situation.
