WTO以后,中国的中小企业如雨后春笋般地大量生根、发芽与成长,与计划经济时代
的劳动关系单一性相比,新经济体制下的劳动关系日趋市场化、复杂化,在经济体制
转轨时期劳资双方的矛盾日益凸显,因劳动关系管理不善而引发的纠纷层出不穷,劳
动者的权益保护问题日益引起社会的广泛关注,劳动关系的不协调已经开始阻碍中小
企业的发展步伐。
本文从我国中小企业劳动关系的实际情况出发,以国内外劳动关系研宄理论为基
础,对山东省菏泽市牡丹区1236户中小企业,采取等距抽样的方法,选出123户企业,
对其劳动关系情况进行问卷调查研宄。问卷调查内容包括就业比率、职工工资福利、社
会保险、劳动关系及休息休假等。并在充分调查的基础上,对R公司做了详细的个案研
究,得出R公司劳动关系管理中的问题并提出解决办案。然后对整个调查结果做出具体
分析,总结出牡丹区中小企业中劳动关系中存在的基本问题,最后提出针对牡丹区中小
企业劳动关系管理的现状在政府和企业两个层面分别提出解决对策。

Abstract
In recent years, as China's economic system transition from a planned economy system to
market economic system, especially after China's entry to the WTO, China's small and
medium sized enterprises emerged and are developing quickly. Compared with the singleness
of labor relations in the planned economy era, labor relations under the new economic system
become increasingly market-oriented and complicated in the economic system transition
period, more and more labor disputes caused by poor management of labor relations have
kept emerging. The urgency of labor's rights and interest protection has increasingly caused
attention of the whole society. The inharmonious labor relations have already caused serious
problems and begun to hinder the development of small and medium sized enterprises.
Through a research of recent labor relations theory both domestic and abroad, this paper
did a investigation survey covering 1236 small and medium sized enterprises in Mudan
district Heze, the survey covers a series of questions regarding employment ratio, salary &
welfare, social insurance, labor relations and vacation, etc. Based on survey results, the paper
did a case study of company R and drew conclusions regarding solutions to typical labor
relation problems; then, a comprehensive analysis of the whole survey results was done, the
basic problems existing in small and medium sized enterprises were identified. Finally, the
paper drew conclusions on measures to deal with labor relation disputes in small and medium
sized enterprises in Mudan district Heze.
