摘要
在CNPC对EPC的强力推广下,T油田推出“KS”等12个风险勘探区块和“DN1-TZ”
两个天然气开发区块进行合作。在对外合作开展的七年时间里,各项目生产经营陆续展
开,但对于EPC条件下的业主方管理要素体系的确立却并没有阐明。目前针对油田EPC
业主管理模式的研究实例较少,而中国石油集团EPC项目也刚刚起步,已有的研究成果
也多为理论研究、案例分析,没有对业主方管理层面进行系统的研究和论证,研究欠缺
相应的定性和定量分析。
本论文在汲取前人研究成果的基础上,首先,对T油田合作区块业主方管理现状及
存在问题进行分析;其次,在“DN1-TZ合作区块业主方管理要素体系问卷调查表”的
基础之上,识别、找到EPC条件下业主方最迫切需要管控的核心要素,设计提出由8项
指标构成的石油EPC项目业主方的管理要素体系,从对DN1-TZ项目有关领导和专家的
问卷调查中,发现这8项要素均被认定为是重要的和影响较大的,从这一点上,证明了
该管理要素体系为T油田对外合作部管理工作的实际需要;最后,构建了油田EPC项目
业主管理绩效模糊综合评价模型,通过对业主管理要素体系的有效性分析,客观肯定了
该管理要素体系的科学性。目前,油田对外合作区块EPC项目正在逐年增加,或将成为
项目管理的主体形式。本文对石油勘探开发对外合作领域内的业主方管理进行的探索,
为油田对外合作区块EPC项目业主方的管理提升提供一定参考和指导,为提高国内油田
对外合作区块EPC项目的管理水平和促进油田在对外合作道路上的通畅提供帮助。

Abstract
Under strong promotion for EPC projects in CNPC, T oil field launched MKSM and other
12 risk exploration blocks and DN1-TZ” two natural gas development blocks for cooperating.
During the past seven years of foreign cooperation, the production and operation of every
projects have been launched, but for the owner under EPC projects the establishment of
Managing Indicator System has not clarified. Currently, there are few researches about
Managing Indicator System for owners among EPC projects in oil field. And EPC projects of
China National Petroleum Group have just started, therefore the existing research
achievements are mostly theoretical ones or case studies, without systematic demonstration,
lacking of qualitative and quantitative analysis.
This paper is based on the results of previous studies. First of all, considering the
managing practice in DN1-TZ two risk blocks of T Oil field, it designs and proposess a
Managing Indicator System for EPC owners which constituted by eight core elements (or
indicators); secondly, it designs two appropriate questionnaires and conducts a survey among
the relevant leaders and experts during DN1-TZ projects, and therefore confirms the need of
the system for International Cooperation Department of T oil field. Finally, referring each
corresponding indicator of the system, it analyzes the performance of DN1-TZ practice and
finds the corresponding problems, causes, and the countermeasures. Currently, EPC projects
of foreign cooperation in oil field are increasing every year, or will become the main form of
project management. This paper is an exploration to the system of owner management of
international cooperation in oil field. It can provide some reference and guidance, for foreign
cooperation for EPC projects, increase owner management level of EPC project among
domestic oil field and provide assistance for promoting international cooperation.
