摘要
县域经济是随着我国宏观改革的调整而产生的,由于县域经济
在整体经济中的基础作用与支撑作用,其发展对于整个经济与社会
发展举足轻重。由于我国工业化和城市化的快速发展,发展过程中
也出现了一些问题,这些问题如“三农、经济结构如何优化调整、
区域经济如何协调发展等的解决都以县域经济为载体,因此分析和
研究我国县域经济发展的相关论题,尤其是典型县域经济的发展一
方面有助于具体县域经济实践的实施和发展,另一方面研究和实践
的成果和经验积素也有助于今后其它盼县域经济发展的参考禾昔
鉴。
本文拟考察广东省清新县现阶段的县域经济发展状况,结合清
新县域经济发展的禀赋优势、发展特征与产业现状等情况,通过清
新县现阶段的发展优势与劣势、面临的机会与威胁等方面,制定清
新县域经济的发展战略,从农业、工业、服务业三次产业具体发展
举措、发展旅游经济、积极承接产业转移、推行产业集聚和产业承
接等重点发展方向出发,寻求一条适合清新县域经济的发展之路。
本文的研究将为清新县的县域经济发展提供最切实可行的具体举措
和发展路径,也为其他相似县域发展县域经济提供重要的实践借鉴
经验、树立县域经济发展的典范。

ABSTRACT
County economy comes into being along with the regulation of the
macroscopic reform in our country. Since county economy is the support
and important foundation in the macroeconomic, its development plays a
vital role in developing the whole economy and society. In the process
of the rapid expansion of the industrialization and urbanization in our
country, some problems have followed. The solutions of these problems,
e.g. Three Rural issues, how to optimize and regulate the economic
structure and how to cooperate the development of the regional
economies, are all based on the county economy. That's the reason why
analyzing and studying the relevant thesis on the county economy in our
county, especially the typical county economy, on the one hand will help
to instruct implement and development of the practice of specific county
economies and on the other hand, the achievements gained through
studying and practicing as well as the accumulation of experience will
contribute to setting an example for the development of the economy of
other counties as a reference.
This paper investigates the economic growth condition of Qingxin
County in Guangdong Province. Combining the advantages, developing
features and the current industry condition of development of Qingxin
County's economy, it draws up the development strategy of county
economy through analyzing the superiorities and inferiorities in the
current stage as well as the opportunities and threats of Qingxin County.
At the same time, from the important development directions of specific
developing moves of the tertiary industry: agriculture, industry and
service, developing tourist economy, undertaking industry transfer
actively and carrying out industry cluster and industry accepting, it seeks
a road suitable for developing the county economy of Qingxin County.
The research of this paper will provide the specific feasible measures
and developing road for the development of county economy in Qingxin
County, meanwhile, it also offers the practical experience for similar
county to develop the county economy and sets the model for
developing county economy.
