摘要
本文研究了中国烟草行业物联网的现状和面临的形势,提出了适合烟草行业的物
联网战略设计,并说明了推进实施的原则以及推进途径
物联网(Internet of Things,IoT)的概念模型和体系结构日臻完善,在各行业中
应用日趋广泛。烟草行业的特点非常适于采用物联网,国家烟草专卖局明确了建设烟
草行业物联网的目标,希望打造“面向未来”和“不可替代”的烟草物联网,提升行
业核心竞争力。本文分析了中国烟草行业的物联网应用模块,指出了行业内还没有完
整统一的物联网应用理论和实践,各个物联网应用系统建设还是处于信息化“孤岛”
的状况;结合烟草行业战略方向,应用PEST模型分析了烟草行业物联网战略必须综
合考虑的要素;运用SWOT分析了烟草行业进行物联网建设的优劣势;从战略规划、
流程优化的角度探讨了建立基于国家局层面整个烟草行业物联网建设的战略构建和
具体的分战略规划,明确了战略实施的原则和标准,指出了具体的战略部署方法和具
体工作措施

Abstract
In this dissertation, a research has been made on the strategic planning of tobacco
Industry's IoT
IoT (internet of things), as third I.T revolution followed by PC and internet, is an
intelligent net which combined various types of access nets and internet. People's lives are
linked with IoT through building connection and communication between things and
internet. Currently, IoT is applied to many fields due to gradual improvement of conceptual
model and system frame. In tobacco industry, IoT could bring great profit. Advanced
tobacco companies in the world have already used IoT for technical parameters, material
tracking, security, anti-falsification, etc. China Tobacco also pronounced the will of
building IoT and logistics system for Chinese tobacco industiy. However, In Chinese
tobacco industry, IoTs from different companies are isolated to each other due to lacks of
unified theory and practice. This article, by using SWOT and PEST models, indicated
advantages and disadvantages of building tobacco IoT and analyzed elements needed to be
considered when building this system. In order to build connection and commutation
between different companies in Chinese tobacco industry, principles and standards were
discussed from the view of strategic planning and promoting countermeasures.
