摘 要
全球通信运营行业竞争日益激烈,也更加复杂化,竞争涉及到管道、平台、应
用等多个层面,已经形成生态产业链竞争系统。竞争主体由同行业的电信企业,延
伸到跨行业的终端、系统、互联网公司等。移动运营商现在面临的主要压力来自收
入增长的放缓,运营维护成本的不断增加和净利润的下滑。至 2008 年以来,国内通
信运营商的企业战略规划中将供应链管理规划提到了重要的位置上,不单单是重视
采购管理工作,而是整体规划供应链工作,包括采购、物流成本和供应商管理等,
以此降低成本,提高效率,提供更好的服务,创造更大的价值。
与传统的生产行业、制造行业比,通信行业的供应链管理是有一定差别的,我
国对供应链管理的理论研究和实践探索都还在起步阶段。怎样构建专业化、标准化
的供应链管理体系还在研究和探索中,还存在不确定性,需要进一步的完善。因此,
对管理模式和体系的建设优化方面有着较为迫切的研究需求。其中供应商管理作为
企业供应链最重要的活动之一,是整个供应链的 “源头”和上游控制的“先导因素”。
一是,给企业的生产运营提供所需资源,二是,对于企业总体经营利润水平和在整
个产业链中的地位可起到一定的影响作用。对供应商的管理在供应链管理活动中尤
为重要,因此,建立合作共赢的供应商,是供应商管理要解决的一个重要问题。
目前,H 移动运营还尚未建立完善的供应商寻源、认证、评估、激励等管理体
系。本文把供应商管理体系的构建与优化,获得低成本、高效率的运营服务链,构
建核心竞争能力作为重点研究课题。综合运用供应商管理理论,从现状和问题诊断
入手,研究标杆企业供应链管理经验,基于战略供应商概念提出了 H 移动运营供应
链管理体系优化的五大策略。
该优化策略主要针对 H 移动运营实际情况所做,提出了 H 移动运营商的供应商
管理基本体系建设、优化策略,希望通过本课题的研究能对 H 移动运营商的供应链
管理提供实际的指导意义。

Abstract
Due to the economic globalization, the progress of communication technology, the
saturation of customers and the increasingly drastic competition of market, the mobile
operators have faced with great pressure such as, the slowing growth of income, the
increased operating cost, the descended net profit. In recent years, the major domestic
operators have taken the optimization of supply chain management to strategic location. In
order to get a low-cost, high-efficiency operational service chain, to support operation of
enterprise, to create and enhance the value and to construct the core competitiveness of
operating, hopefully by focusing on the procurement, the logistics cost and the
relationship between suppliers and customers.
The supply chain of mobile operator is different from traditional manufacturing
supply chain. The practice of supply chain in China starts a little bit late. It is presently in
the stage of theoretical summarization and initial exploring, which we have to wade across
the stream by feeling the way. Because of the late building of supply chain management
system and the professional organized operation, the target and model exist many
uncertainties. An urgent requirement of management mode and optimization strategy is
thereby needed.
As the headstream of whole supply chain and the leading factor controlled by
upstream, the supplier management is one of most important parts in supply chain of
operator. One side it can provide resource for production and operation of enterprise, on
the other side it can influence on profit and the status in industry chain of enterprise.
Therefore, the enhancement of management ability for supplier can be treated as another
engine of enterprise development. A scientific and effective supplier management
system is the key of increasing the level of supplier management for H mobile operator.
At present, H mobile operator has not set up a sophisticated management system for
searching source, certification, evaluation and motivation of supplier. This paper has
focused on the construction and optimization of supplier management system, getting
alow-cost, high-efficiency operational service chain and construction of core competitive
ability. Comprehensively using the theory of supplier management, started with the
current situation and problem, it is studying the experience of supply chain management
from benchmarking enterprise. Five strategies, which are based on the concept of strategic
supplier, on optimization of supplier management system of H mobile operator are
proposed.
These optimization strategies are proposed mainly for the exact situation of H mobile
operator. This paper has made a perfect solution for the construction of supplier
management system of H mobile operator. Hopefully the research of this paper can
provide practical significance for supply chain management of H mobile operator.
