摘要
随着中国经济的快速发展,在全国各地的化工园的建设在国民经济中占据了非常
重要的作用,对于促进经济增长,带动相关产业的发展起到了极其积极的作用。因为
化工项目的建设投资大,建设运营风险高,同时外部客观条件的因素影响大,同时化
工项目对于环境,生态等因素也会造成巨大的影响。这些使得项目的设计管理成为一
个庞大而复杂的系统工程。
本文描述了我国化工项目的建设过程中的成本控制的现状,分析在成本控制管理
中的问题。围绕着项目运作的关键的三个要素:时间,质量,成本之间的关系,寻找适
合项目设计成本控制的方法,优化控制方案和措施,使得项目在顺利实施的同时,保
证设计成本在可控范围以内。以NJGC公司的一个化工设计项目为研究对象,运用费用
控制理论为技术手段,就如何控制设计成本提出了建设性意见。

ABSTRACT
With China's rapid economic development, the chemical industry in the national
economy occupies a very important role for the promotion of economic growth and the
development of related industries has played a very positive role, because chemical project
construction investment is very large, construction and operation is high-risk, chemical
projects on the environment, ecology and other factors can also cause a huge impact. Those
making the project's development and construction management have become a large and
complex systems engineering. This article describes the process of the cost control of
China's chemical project, analyzed the problem of cost control management. Surrounding
the operation of the project's three key elements: time, quality, and cost, searching for the
approach of project design cost control, optimal control programs and measures, making the
smooth implementation of the project at the same time, ensure that the design costs within
the controllable range. According to the chemical project in NJGC Company, the use of cost
control theory techniques on how to control design costs made constructive comments.
