摘 要
21 世纪是我国社会主义市场经济发展完善的重要战略机遇期。如何尽快实现传统产业
的结构调整和升级换代已经成为影响国计民生的重大课题。在解决这一课题的过程中,只
有重视科技与人才,强调人力资本的作用,突出人力资源管理的重要性,才能够顺利实现
既定目标。职业生涯管理作为人力资源管理的一个重要环节,能够对人才产生持续激励,
有利于企业建立良性的人才培养机制,从而使企业在产业结构调整和激励的市场竞争中立
于不败之地。
唐山钢铁集团有限责任公司(以下简称唐钢)作为国内最大的钢铁企业河北钢铁集团
的骨干企业,在贯彻“做精主业、做大非钢、适度多元、持续创新”的发展方针和向着“建
设最具竞争力钢铁企业”的发展目标迈进的过程中,如何最大限度的发挥人力资源优势,
强化人才兴企的作用已经成为亟待破解的重大课题。而对职业生涯管理实施优化必将会进
一步激活现有人力资源,充分挖掘出员工的工作潜能,在推动员工个人职业生涯顺利发展
的过程中成功实现企业战略目标,从而实现员工与企业的共赢。
本文首先简要阐述了实施员工职业生涯管理优化对于唐钢和唐钢员工的重要意义,综
述了国内外关于职业生涯管理的理论演进及成果,接着对作者所在单位唐钢的职业生涯管
理演化轨迹和现状进行了简述,通过职业生涯问卷调查,分析出了唐钢目前职业生涯管理
中存在的问题及主要原因,然后制定出职业生涯管理优化的总体方案,并在职业发展通道、
任职资格与晋升机制、内部人力资源市场及实施保障措施等方面进行了具体详细的研究探
讨。

ABSTRACT
The 21st century is China's important period of strategic opportunities in developing and
perfecting socialist market economy. It is an important subject on national economy and people's
livelihood to realize structural adjustment and upgrading of traditional industries as soon as
possible. In the process of solution to this topic, it will be smoothly to achieve the established
goals only attaching importance to science and technology and talent, emphasising on the role of
human capital, highlighting the importance of human resource management. As an important
link of human resource management, Career management is able to produce sustained
motivation, which is helpful for enterprises to establish benign talents training mechanism, to
win in the industrial structure adjustment and the incentive market competition.
Tangshan iron and steel group co., LTD. (hereinafter referred to as the tangshan) as the
nation's largest steelmaker hebei iron and steel group, the backbone of the enterprise, in the
implementation of do the business, bigger than steel, moderately, continuous innovation the
development of policy and to build the most competitive steel enterprise development goals in
the process, how to maximize the advantage of human resources, strengthening the role of talent
the enterprise has become a major topic to be cracked. On career management and optimization
will further activate the existing human resources, fully excavate potential of employees, in
promoting the smooth development of personal career success in the process of implementing
enterprise strategic target, so as to realize the win-win of employees and enterprise.
At first, this paper briefly expounds the implementation of employee career management
optimization for tangshan and the importance of tangsteel employees, evolution theory of career
management at home and abroad were reviewed and the results, and then the author place unit of
tangsteel career management evolution and present situation has carried on the brief, career
through the questionnaire survey and analysis of the tangshan current career management
problems and the main reason, and then to develop a career management to optimize the overall
solution, and the career development channel, qualifications and promotion mechanism, internal
human resources market and the implementation of safeguard measures and so on has carried on
the detailed study.
