摘要城市水源区对于城市人民的生存、城市的持续发展至关重要。伴随着我国经济的快速发展,资源环境方面的压力的也越来越大,研究水源区保护的课题日益受到政府和学术界的重视。上世纪九十年代以来,城市居民的饮用水质量和安全就由于水源区保护方面的投入不充足及生态建设的不完善等方面的因素受到严重的威胁,在这种现实的背景下,为了能够从根本上解决昆明松华坝水源保护地目前存在的若干问题和矛盾,笔者从松华坝水源区保护的重要性这一角度出发,以水源区现状为主要依据,对水源区的污染治理、产业结构调整、水源区制度及管理体制完善、生态补偿建立和完善几个方面进行了全面深入的分析,并在此基础上提出了政策建议。本文主要有三大论述重点组成:第一,对松华坝水源区现状的分析,并指出了目前在水源保护中存在的若干问题;第二,通过对国内外有关水源区保护的典型案例的分析,以国外的经验为鉴,提出对我国饮用水水源区保护的思路;第三,也是本文研究的核心部分,通过对松华坝水源区的污染治理、产业结构调整、水源区制度及管理体制完善、生态补偿建立和完善几个方面的探索,提出相关的政策建议。关键词:水源区污染治理产业结构管理制度生态补偿AbstractCity Water District for the survival of the people of the city, the city's sustainabledevelopment is crucial, With the rapid economic development, resources and theenvironment increased the pressure on water conservation research has become inrecent years, China's urban economic and social sustainable development is one of theimportant topics.
