摘 要
本文从我国电信运营商在 3G 时代移动互联网环境下的机遇与挑战入手,通过对
邢台移动流量营销策略进行研究,为了提升邢台移动的流量竞争实力,助力公司转
型,实现流量的规模和价值从而带动中国移动可持续发展。本文先介绍我国电信运
营商的发展情况,四网协同带来的机遇与挑战,分析中国移动的竞争力,然后结合
邢台移动公司流量经营发展现状,进行宏观环境分析、战略分析、行业分析、竞争
对手分析、目标市场客户行为分析从小入手反映目前流量经营的现状,最后在分析
的基础上研究邢台移动公司流量营销的策略并提出具体措施。通过此研究,对于邢
台移动而言实施流量经营一方面是顺应互联网行业发展趋势,也是切实推进中国移
动集团公司提出的从话务经营向流量经营转型的工作需要。另一方面,中国移动作
为国有知识产品 TD 技术的运营商,担负提升国家综合实力以及拉动内需的重任。企
业 3G 技术及业务推进的成败不仅与企业的未来息息相关,而且也是国有技术生存空
间的大事,因此对流量经营的研究,建立流量经营的营销体系,具有十分重要的现
实意义。

Abstract
China’s telecommunication operators are confronting with great opportunities and
challenges in the 3G era of mobile internet, taking this point as the entry point and through
the research of flow marketing strategy of Xingtai Branc, CMCC and the inner rule and
developing trend of mobile internet, the paper is dedicated to putting forward a flow
operating strategy appropriate to the Xingtai Branch, CMCC and a reference to gain
advantage in the competition of flow operating, promote flow scale and value, deepen
transformation of the company, accelerate break-through both in income and subscribers,
and achieve fast, sustainable and benign development. At the beginning, the paper
introduces the development of China’s telecommunication as well as the opportunities and
challenges by the synergy of 2G, 3G, WLAN and 4G and analyzes the competitiveness of
CMCC. Then, according to the development of Xingtai Branch, the paper gets a reflection
of flow operation from detailed analyses of macro-environment, strategy, field, opponents
and customers’ behaviors of target market. In the end, the paper studied the flow
marketing strategy of Xingtai Branch and provides some concrete measures. Overall, as to
Xingtai Branch, on one hand, flow operation complies with the tend of internet
development and is the necessary work for CMCC to transform telephone service
operation to flow operation, on the other hand, as the operator of national intellectual
product TD tech, to extend flow customers to a large scale and enhance customers’ value
is the necessity to strengthen the diversity competition form 3G, and the key factor to 3G
business, company’s future of CMCC and living space of national technologies. To
summarize, it is of great significance in reality for CMCC to research on flow operating
strategy, tamp business and construct flow operating system.
