三级管理模式管理流程长,信息沟通不顺畅,政令不畅通,其次因受工程技术
人员的水平、能力影响,技术管理偏差较大,工区之间生产指标存在较大偏差,
所以如何规范技术管理,提升班组执行力,降低生产成本,提高劳动生产率是
电解铝厂探讨和摸索的问题。两级管理模式在国内基本上无成熟经验可借鉴,
因此在结构设置、人员配置、绩效管理、运作模式等方面需要研究。
本论文总共六章。
第一章简要说明本论文研究的背景、研究电解一厂实施两级管理模式的意
义及研究思路。第二章从理论基础和冶金企业特征进行了阐述,基础理论包括
组织结构理论和组织激励理论,组织结构理论主要从组织的关系、组织的构成
等进行阐述,组织激励理论主要从激发组织及组织成员的活力、能力进行阐述,
而且对冶金企业的特征进行了阐述,这些理论为两级管理模式的研究提供了理
论依据。第三章对电解一厂原有三级管理模式进行介绍,找出三级管理模式存
在的不足,也为研究两级管理模式作了铺垫。第四章对从组织结构设置、人员
配置、工艺管理流程、业务管理流程等方面进行研究,形成了两级管理模式管
理结构和管理流程,也为两级管理模式运行研究奠定了基础。第五章对两级管
理模式主要的生产技术、设备、安全管理三个业务流程进行研究,主要从管理
流程、管理结构、管理的范围及内容、管理模式进行研究,形成了两级管理模
式的生产技术、设备、安全管理体系,为两级管理的组织运行、持续改进及发
展提供了保障。第六章对两级管理模式的研究进行总结,对两级管理模式的优
势进行阐述,并对两级管理模式的未来发展提出展望。

ABSTRACT
With the rapid development of China&39;s economy, Chinese electrolytic aluminum gets
extraordinary development and aluminum industiy gets increasingly competitive. Affected by
traditional thinking and the quality of employees,domestic electrolytic aluminum factory
normally use three-level management mode as plant-workshop-teaxn or group. And the team or
group is managed by team leader and engineer. This three-level management mode is always
with long process and less available information and execution, Furfliermore, it could be easily
influenced by the engineer&39;s ability and technical skills, and there is a big deviation between
production sections. So how to regulate technology management, promote executive force,
reduce production cost and improve labor productivity are the problems which should be
considered and discussed by the electrolytic aluminum factories. While about plant-team or
group this two level model, there is no domestic experience to follow. The structure setting,
stafiBng, performance management, operation pattern and so on of the two-level model is
provided in this paper.
This paper is divided into six chapters.
The first chapter puts forward the research background, research meaning and research
ideas of the two-level management model in No. 1 Plant. The second chapter serves as a
theoretic foundation^ including organization structure mainly from relationship and structure etc.,
and motivation theories about motivating the organization&39;s energy and passion. The characters
of metalluigical enterprises are also discussed in chapter two. The third chapter introduces the
experiences of the three-level mode, especially its defects as fodder for studying two-level mode.
The next chapter is about the foundation of structure and management system for two-level mode
including structure setting, stafiBng, performance management, business system and so on. The
fifth chapter is about management system on production technology and equipment and safety of
two-level mode. It offers security for two-level mode&39;s movement and continues improvement.
The last chapter sums up the experience and advances of two-level management mode, and
prospect the future of two-level management mode.
