近几年来,由于受国际金融危机的影响,纺织市场需求不旺,毛精纺行业竞
争激烈。从2011年开始,国内劳动力成本快速增加,兰州三毛地处内陆,原料、
市场两头在外,缺乏竞争优势,设备老化,无法实行全面设备技术改造;主营业
务亏损,企业职工整体年龄偏大,招聘新员工困难,劳动效率低,生产经营面临
着越来越大的困难。为了根本改变目前的困难局面,推进企业转型升级,公司在
“做精做强毛纺主业”的发展战略基础上,充分利用国内外两个市场,优化资源
配置,紧紧把握兰州新区建设的大好机遇,推进兰州三毛出城入园项目建设的实
施。那么,作为人力资源管理者,如何制定科学的人力资源规划,根据公司出城
入园的良好发展机遇,实现公司的发展目标,就显得尤为重要。

本文首先从相关的理论基础出发,对我国现阶段人力资源管理的特点、人力
资源管理者角色的定位以及人力资源管理新理念和实践进行阐述,然后,应用实
证研究的方法,对兰州三毛人力资源规划进行研究;并通过对兰州三毛人力资源
规划制定的战略背景,兰州三毛人力资源与经营现状的分析,采用现状分析和管
理者经验预测法相结合的方法对公司人力资源需求进行研究,采用人力资源盘点
法分析公司的人力资源供给,从而制定出兰州三毛人力资源规划方案,保证兰州
三毛转型升级目标的顺利实施。

公司人力资源规划的制定和实施,为进一步提升公司人力资源管理,提高公
司的整体管理水平,提高公司的核心竞争优势提供了保障,也为公司实现做精做
强毛纺主业奠定了发展的基础。

ABSTRACT
In recent years, due to the impact of the international financial crisis, the textile market
demand is not prosperous; the wool spinning industry competition is intense. Especially since
2011, domestic labor costs increase rapidly, combined with the three hairs in lanzhou is located in
the inland, raw materials, market both in the outside, the lack of competitive advantage, equipment
aging, unable to implement comprehensive equipment technical transformation; Main business
losses, enterprise employees overall older,recruiting new employees is difficult, labor efficiency is
low, the production and business operation is faced with more and more difficult. In order to
fundamentally change the present difficult situation, to promote transformation and upgrading of
enterprises, companies in the to do fine and stronger wool business development strategy, on the
basis of making full use of two markets both at home and abroad, to optimize the allocation of
resources, grasp the opportunities in the new city construction in lanzhou, promoting lanzhou
sanmao the implementation of the project construction. Fundamentally change the enterprise
development. So, as human resources manager, how to establish scientific human resource
planning, according to the company of good opportunities for development, realize the goal of the
development of the company, is particularly important.
This article first embarks from the related theory foundation, to the characteristics of human
resource management at present stage in China, the role of human resource management and
human resources management the new idea and practice,then, the use of the method of empirical
study, study of lanzhou sanmao human resources planning. And through the strategic background
